Multimodal Transportation
Act 89 of 2013 created a new deputate for multimodal transportation at PennDOT. This organization provides financial support and oversight for:
- Public Transportation
- Passenger Rail
- Rail Freight
- Ports and Waterways
- Aviation and Airports
- Active Transportation

Multimodal Transportation Fund (MTF)
Act 89 also established a dedicated Multimodal Transportation Fund that stabilized funding for ports and rail freight, increased aviation investments, establishes dedicated funding for bicycle and pedestrian improvements, and established dedicated funding for bicycle and pedestrian improvements.
MTF Statewide Program
The Multimodal Transportation Fund (MTF) also provides funding for priority investments in any mode through PennDOT's MTF Statewide Competitive Funding Program.
The MTF program provides grants to ensure that a safe and reliable system of transportation is available to the residents of this commonwealth.
The program is intended to provide financial assistance to municipalities, councils of governments, businesses, economic development organizations, public transportation agencies, and ports and rail freight entities to improve transportation assets that enhance communities, pedestrian safety, and transit revitalization.
The FY 2025-2026 Multimodal Transportation Fund application window is now closed. A list of awarded projects for the 2024-2025 funding round and other PennDOT MTF resources are linked below.
Please note that PennDOT's multimodal program is separate from the Multimodal Transportation Fund administered by the Commonwealth Financing Authority. Information on that program can be found on the state Department of Community and Economic Development website.
