The proposed project is a bridge replacement on Route 4001 Section 019 (Bull Road) over Little Conewago Creek on the boundary of Conewago, Dover, Manchester and West Manchester townships in York County. The purpose of this project is to provide a continued safe and efficient crossing on Route 4001 over Little Conewago Creek.
Within the project area, Route 4001 is a two-lane roadway located in a predominately suburban setting and is classified as an Urban Major Collector. The land use surrounding the roadway is predominantly residential and commercial. The roadway within the project limits has a posted speed limit of 40 miles per hour and an average daily traffic volume of 8052 vehicles per day.
The existing structure was built in 1937 and is a three-span reinforced concrete T-beam bridge supported on reinforced concrete abutments and piers. The bridge length is 148 feet and has a clear roadway width of 23 feet.
The project involves the replacement of the bridge with a two-span prestressed concrete spread box beam bridge. Minor approach roadway work including pavement reconstruction on Route 4001 and Hilton Ave (T-830), rock slope protection, and guide rail upgrades will also be performed. The horizontal geometry will closely match the existing geometry. The horizontal geometry will be shifted slightly to the east at the far approach to avoid fill slopes in the UNT to Little Conewago Creek. Minor adjustments will be made to the vertical geometry. The roadway and bridge will be widened to accommodate 11-foot lanes and 4-foot shoulders, providing 30 feet of clear roadway throughout the project limits.
Route 4001 will be detoured during construction.
The project is currently in design, and work is expected to take place in the 2027 construction season.
