The Interstate 84  bridge rehabilitation project addresses the top priority maintenance recommendations for poor condition of rocker bearings on the existing four-span steel bridge carrying Interstate 84 over Roaring Brook and Lackawanna Railroad Authority. The scope of work for this project includes replacement of all bearings at Abutment 1, Pier 1 and Pier 3 of both the Eastbound and Westbound structures, expansion joint seal repairs, spot painting the superstructure, downspout extension installation, concrete repairs at the substructures, timber debris removal, and bridge cleaning. Additionally, the Lackawanna County Trail will be permanently relocated immediately west of its current location to accommodate the construction work zone needed to replace the bearings.

Traffic control will be implemented using Short-Term PennDOT Publication 213 (PATA) provisions. All work will be performed in accordance with applicable PennDOT standards and specifications, with measures in place to minimize impacts to the traveling public and surrounding environment.

Roaring Brook and two wetlands are present within the project limits. Potential involvement with endangered or threatened species is limited to the Northern long-eared bat (NLEB) and Indiana Bat. Consultation with the U.S, fish and Wildlife Service has been completed and resulted in a Not Likely to Adversely Affect (NLAA) finding. Public recreational resources in the project area include the Lackawanna County Trail and Pinchot State Forest. The project will not impact the forest.

Coordination with Lackawanna County has been initiated and will continue through design to assess any use of the trail. The project design includes permanent relocation of the Lackawanna County Trail approximately 20 feet west of the existing location to provide additional clearance for construction around the pier and improve trail sight distance. Lackawanna County, the owner of the trail, supports this relocation and various mitigation measures will be incorporated into the project. The relocation will allow the trail to remain open during construction.  During the public involvement period, please provide comment on this trail relocation.
