This is a project to improve Route 18 from the intersection with Route 358 to the intersection with Mill Hill Road, and Route 58 from the intersection with Route 18 to East Craig Street near Thiel College in the Borough of Greenville.
It includes improvements at three intersections, including realignments at Route 18 and Route 58, Route 18 and Packard Avenue, and Route 58 and Packard Avenue. Proposed work also includes new or upgraded sidewalk, curb ramps, driveway entrances, milling and paving, base repair, new traffic signal, drainage updates and pavement marking updates.
Work started in 2024 with roadway repairs and paving on Route 18 from Route 358 to Route 58. After a pause in construction for winter, work restarted in April 2025.
The project is scheduled to restart March 23, 2026, weather permitting, and to be completed by July 6, 2026.
The contractor is Lindy Paving of New Galilee, PA. The contract cost is $7,976,304.25. The project is being funded predominately with state and federal funds. Thiel College will fund some improvements on the campus done in connection with the project.
Construction will be completed in five phases.
Phase 1 – Drainage, tree removal, and roadway widening along Route 18 from Shenango Street to Packard Avenue. Completed.
Phase 2 – Drainage, roadway widening, and sidewalk and ADA-compliant curb ramp construction along Route 18 from Main Street to Packard Avenue and Orangeville Road to Front Street, as well as new signal foundations at the intersections of Route 18 and Route 58, 358, and High Street (Route 4005). Completed.
Phase 3 – Additional roadway widening, sidewalk and ADA-compliant curb ramp construction along Route 18 from Main Street to Packard Avenue and Orangeville Road to Front Street, and reconstruction at the intersection of Route 58 and Route 18. Completed.
Phase 4 – Additional reconstruction work, including removal of the existing pavement and installation of a new traffic signal at the intersection of Route 58 and Route 18. This phase will be completed in spring 2026.
Phase 5 – Remaining milling, placing the final layer asphalt throughout the project area, landscaping, and pavement markings. Motorists may encounter temporary lane restrictions with traffic controlled by flaggers. This phase will be completed in 2026.
Work in 2026 is expected to include completing the remaining sidewalk and curb and all work included in Phase 5.
Traffic Impacts
Drivers should be alert for lane restrictions and traffic controlled by flaggers.
Access to drives and businesses will be maintained throughout the project.
