The Route 4001 superstructure replacement project is located along Rutter Road (Route 4001) over Armstrong Creek in Jackson Township, Dauphin County, approximately 4 miles northeast of Halifax. The purpose of this project is to enhance the functionality of Route 4001. This improvement will ensure continued efficient access for the traveling public and support the long-term reliability of the transportation infrastructure.

The project involves replacing the current bridge superstructure with a stronger, more modern design that allows the parts of the bridge to work together better. It will also include repaving the areas where the road connects to the bridge and installing new guide rail for improved safety. The existing bridge width will be maintained at 36-foot 9¾-inch curb-to-curb consisting of two 10-foot lanes and two 8-foot 4⅞-inch width shoulders. This section of Rutter Road has an average daily traffic volume of 419 vehicles per day (vpd).

The bridge will be closed to all traffic for approximately 3 months during construction. The detour will be approximately 7.4-miles utilize Route 225 to Route 4004 (Rutter Road) to Route 4001 (Rutter Road). Please refer to the project’s Detour Plan graphic.

Overhead utilities are present at the site and de-energization, or relocation may be required to place the beams.

The project is currently in design, and construction work is anticipated to begin in April 2027 and last approximately 3 months.

The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.​
