This project involves the Route 4013 (Pleasant View Road) bridge replacement over an unnamed tributary (UNT) to Raccoon Creek, located in East Hanover Township, Lebanon County. The existing structure is a 25-ft single span, non-composite pre-stressed adjacent box beam bridge built in 1933 with the superstructure rebuilt in 1983. Existing curb-to-curb width of the bridge is approximately 26.6-feet. The bridge will be replaced with a 30 foot x 7 foot precast concrete box culvert. The roadway work associated with this project consists of the following:
- Roadway approach paving – including cross slope corrections
- Guide rail improvements
- New pavement markings
- Tree trimming
This section of Route 4013 (Pleasant View Road) has an average daily traffic volume of 191 vehicles per day (vpd).
The bridge will be closed during construction, and a 7.1-mile detour will be used to direct traffic around the closure. The detour will use Jonestown Road, US Route 22 (William Penn Hwy), Harrison School Road, and Mountain Road.
Overhead utilities are present at the site, and de-energization or relocation may be required at the bridge.
The project is currently in design, and construction work is anticipated to begin in Spring of 2027 and last approximately 4 months.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.

Environmental
The project is located in a rural setting with rolling terrain. All three quadrants surrounding the structure are primarily wooded and one quadrant is maintained lawn. There are no bicycle or pedestrian facilities identified within the project limits. Other environmental efforts for the project include investigating historical, archeological, and aquatic resources as well as threatened and endangered species.
Utilties
There is a single overhead utility in the vicinity of the project that will be impacted by construction.
Right-of-Way
Temporary and permanent right-of-way acquisition from two properties are anticipated to allow for the construction of the project.
Maintenance and Protection of Traffic
It is anticipated that the bridge will be closed during construction, and a 7.1-mile detour will be used to direct traffic around the closure. The detour route would use State Route 4013 (Jonestown Road), US Route 22 (William Penn Hwy), State Route 4017 (Harrison School Road), and State Route 443 (Mountain Road).
Schedule and Cost
Construction is anticipated to begin in the summer of 2027, at an estimated cost of $1,415,000.
