Who creates it?
PennDOT combines the 24 regional, two statewide-managed TIPs, and Eastern Federal Lands (EFL) TIP to create the STIP. PennDOT submits the draft STIP to the Federal Highway Administration, Federal Transit Administration, and the US Environmental Protection Agency for review and approval.
When is it updated?
The STIP is updated every two years after the regional TIPs are submitted and approved. The draft 2027 STIP Public Comment Period was held from June 15 – 30, 2026.

Read the Draft 2027 STIP
The draft 2027 STIP includes funding from federal, state, local, and private resources over a four-year period for capital improvements. The STIP consists of a list of prioritized projects/project phases identified for funding by federal fiscal year.
The draft 2027 STIP was available for public review and comment from June 15–30, 2026. The draft STIP is anticipated to be adopted as part of the 2027 12-Year program update by the State Transportation Commission during the August 5, 2026, STC meeting. Following the adoption by the STC, the draft 2027 STIP will be submitted to the Federal Highway Administration, Federal Transit Administration, and U.S. Environmental Protection Agency for review and approval.
The draft 2027 STIP includes Transportation Improvement Programs (TIPs) as adopted by the regional Metropolitan and Rural Planning Organizations (MPOs and RPOs), two-statewide-managed TIPs, and the Eastern Federal Lands (EFL) TIP.
