Public Meeting
An in-person public meeting for this project was held from 4:00 p.m. to 5:30 p.m. on January 27, 2026 at the PennDOT Greene County Maintenance Building. Information was provided on the proposed improvements, potential impacts, final design plans, traffic control during construction, and the anticipated design and construction schedule. Meeting materials are available online for those that weere unable to attend.

The proposed project includes the construction of a single-lane roundabout at the Route 2003 (Sugar Run Road/Porter Street), Route 2028 (Sugar Run Road), and T-579 (Orchard Road) intersection in Franklin Township, Greene County. The project will also include the replacement of the existing bridge that carries Route 2028 (Sugar Run Road) over Sugar Run with a pre-cast reinforced concrete box culvert.
The project anticipates utilizing stagged construction. The first stage will demo the existing structure, install the proposed box culvert, and construct the eastern side of the roundabout while T-579 (Orchard Street) and Route 2028 (Sugar Run Road) are detoured (2.2 miles). The second stage will complete the roundabout while Route 2003 (Sugar Run Road) and Route 2003 (Porter Street) are detoured (8.5 mile) along with the detour from the first stage remaining in place. The detour will be in place from spring 2026 to fall 2026.

08/21/2025 Utility work has begun.Currently, working on relocating overhead utilities followed by gas line relocation this fall. Prime contractor expected to start relocation of water and sewerage lines in February 2026 followed be the construction of the precast concrete box culvert and intersection reconstruction.

An in-person public meeting was held Wednesday, October 18, 2023 at Franklin Township Municipal Building. The proposed construction schedule, detour routes and other details were displayed. Representatives from PennDOT and the project team answered questions and took comments regarding the project.
