Project Overview
County: Mifflin
Municipality: Lewistown Borough
State Route: Route 3006, and Route 3002
Local Name: South Juniata Street/Business 22 and East Charles Street
Project Type: Intersection Reconfiguration
MPMS Number: 85299
Proposed Construction Start: 2028
Proposed Construction End: 2028
Last Updated: October 2026
The project includes removing two adjacent bridges carrying South Juniata Street/Business 22 (Route 3006 ) over the East Charles Street (Route 3002) interchange. In lieu of replacing the bridges, an at-grade roundabout will be constructed, Route 8005 (interchange ramps) will be removed, and Route 3002 will tie in directly to the roundabout. The design of the roundabout has taken into consideration over-sized and over-weight loads that travel along South Juniata Street/Business 22 and East Charles Street. The center island and truck apron will be traversable and delineated with flexible posts. Sidewalk, new guide rail, and intersection improvements will also be incorporated.
The 6-point intersection with East Charles Street and Wayne Street is included in the project limits. While no crash history or traffic capacity issues exist at the intersection today, as part of the project, the intersection will be slightly reconfigured to control access. Rather than large changes, the proposed design extends the roundabout splitter through the intersection and minor changes are made to the some of the curb radii.
There are existing sidewalks along East Charles Street eastbound and a narrow sidewalk on the northbound side of South Juniata Street/Business 22 on the bridge over Kishacoquillas Creek. The project proposes widening the sidewalk along the bridge and extending the sidewalk from South Juniata Street/Business 22 Northbound to East Charles Street to increase connectivity of the pedestrian facilities. There is a proposed pedestrian crossing at the westbound leg of the roundabout. During final design, structural analysis will be completed to ensure the additional sidewalk width can be supported.
Additional Project Information
Utilities
Aerial electric and communications facilities run parallel to and across South Juniata Street/Business 22 (SR 3006) and East Charles Street (SR 3002). Existing utility poles are not anticipated to be impacted. With the proposed lowering of South Juniata Street, vertical clearance will be increased. Comcast has underground fiber utilities that crosses East Charles Street. There are existing underground water and sewer utilities on East Charles Street. UGI has existing underground gas facilities that run along South Juniata Street and across East Charles Street. The gas line is along South Juniata Street crossing the bridge over Kishacoquillas Creek then follows the existing eastbound ramp to East Charles Street. Based on preliminary conversations, the gas line will be relocated or sleeved due to the additional fill to be placed where the bridges will be removed. There also is a gas line crossing East Charles Street at Wayne Street. A proposed pipe may impact this gas facility. This will be investigated further in final design.
Environmental
The project is located within the Kishacoquillas Creek and Juniata River Watersheds. No wetlands are located withing the project site area. The overall area of disturbance is 9.05 acres including 2.9 acres of roadway maintenance area. Since the area of non-roadway maintenance is greater than 1 acre, an NPDES permit is required. Permanent stormwater facilities are not anticipated due to the total impervious area being reduced from 4.08 acres to 3.56 acres.
Maintenance and Protection of Traffic
The proposed traffic control method for this project is to detour South Juniata Street and East Charles Street at the project site. The proposed singed detour will route traffic from South Juniata Street onto Water St and Main St (SR 3001). Reasonable access to properties, side roads, and businesses in the active work zone area will be maintained. A pedestrian detour will also be developed in final design.
Right-of-way
No required right-of-way is anticipated. Three small temporary construction and sidewalk easements are anticipated for sidewalk and driveway adjustments.
