Baltimore Street Safety Improvement Project

The Baltimore Street (Route 616) safety improvement project is located adjacent the South Branch of Codorus Creek in Glenn Rock, York County, PA.

 

The purpose of this project is to address the deterioration of the retaining wall and provide a continued safe and efficient condition of Baltimore Street.

 

The project involves total replacement of the existing retaining wall from Manchester Street to beyond Valley Street. The pedestrian facility on the East side of the Manchester Street crossing will be removed and substructure units installed with the expectation of a future pedestrian facility replacement. The current roadway geometry will be unchanged.

The Baltimore Street (Route 616) safety improvement project is located adjacent the South Branch of Codorus Creek in Glenn Rock, York County, PA.

The purpose of this project is to address the deterioration of the retaining wall and provide a continued safe and efficient condition of Route 616 (Baltimore Street).

The project involves total replacement of the existing retaining wall from Manchester Street to beyond Valley Street. The pedestrian facility on the East side of the Manchester Street crossing will be removed and substructure units installed with the expectation of a future pedestrian facility replacement. The current roadway geometry will be unchanged.

Environmental

Located in the Borough of Glen Rock, the project parallels the South Branch of Codorus Creek along the north side of Route 616. Bridge crossings are located at the east and west ends of the project limits. The proposed repair limits extend approximately 70 feet east of the locally owned Valley Street bridge crossing, located at the eastern end. Beyond the repair limits is a parking lot for the residents to the south of the roadway.

Parallel parking spots located on the north shoulder of Route 616, between Valley Street and Main Street, are temporarily blocked due to the current wall failure. Residential properties border the south side of Route 616 with Veterans' Park situated in the middle. Land use transitions to commercial properties at the intersection of Main St/Manchester St (Route 216), Baltimore St (Route 616), and Hanover St (local).

The Heritage Rail Trail County Park is located on the north side of the South Branch of Codorus Creek. The trail parallels the project, along with the Northern Central Railway tracks, which are active and host a scenic excursion train. Sidewalks are located on the south side of Route 616 and pick up on the north side of Route 616 where the parallel parking spots stop. There is a green space in the northeast quadrant of the Baltimore/Main Streets intersection.

Utilities

Overhead utilities lines are present along the project length, crisscrossing the roadway. Water and sewer exist under the roadway with stormwater facilities along the curb.

Right of Way

Temporary Construction Easement and permanent Right of Way for maintenance will be necessary. 

Schedule and Cost

Overall construction is anticipated to last approximately 1 year starting in the spring of 2027 at an estimated construction cost of $3,300,000. 

Detour Information

Traffic is anticipated to be detoured during construction. The detour will be approximately 5.8 miles using Fissels Church Road (Route 3011) and Sticks Road (Route 216). The duration of the detour is expected to be a significant portion of the project. Valley Street will be accessible from the West during Stage 1; Valley Street will be accessible from the East during Stage 2.
