The Lincoln Way Safety Improvements Project consists of the work necessary to improve traffic safety and efficiency at the intersection of Lincoln Way West / Sollenberger Road / West Loudon Street located in Hamilton Township, Franklin County. The eastern limits of project will extend into Chambersburg Borough where eastbound and westbound traffic on Lincoln Way West is split to become two 1-way streets through the Borough, Lincoln Way West and West Loudan Street. Lincoln Way West is a two-way roadway to the west of the intersection.
The project consists of the following:
- Widening Lincoln Way West to provide an additional westbound lane through the intersection of Lincoln Way West, Sollenberger Road, and West Loudon Street. The second westbound through lane is proposed to continue west until it becomes the right turn lane into the West Side Plaza.
- Milling and overlay of the existing pavement.
- Replacement of the traffic signal at Lincoln Way West / Sollenberger Road / West Loudon Street and timing modifications to the existing coordinated signals along Lincoln Way West.
- Drainage and stormwater management improvements.
- Extension of the existing culvert under Lincoln Way West to accommodate the widened roadway.
- Curbing and islands along adjacent property to improve access management.
- Pavement marking and signing upgrades.
- Curb ramps with detectable warning surfaces and new sidewalk adjacent to the Corpus Christi Cemetery.
- Retaining wall along Corpus Christi Cemetery to limit impacts to the cemetery.
This section of Lincoln Way West has an average daily traffic of 16,000 vehicles per day (vpd).
All traffic movements will be maintained by the use of barriers / channelizing devices / or short-term flagging operations. No long-term detour is anticipated.
There are aerial and underground utilities throughout the project area. A water pump station is located in the northeast quadrant of the intersection. Although piping to the pump station may be impacted and modified, the pump station is intended to remain.
The project is currently in design, and construction work is anticipated to begin in April 2028 and be completed by November 2029.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.

Environmental Considerations
The existing ground contours within the project limits will be changed to accommodate roadway widening and for construction of stormwater management basins. Curbing will be used at some locations to control roadway runoff and minimize flow onto adjacent properties.
A Wetland and Waterways report was completed resulting in no wetlands being identified. The Conococheague Creek and an unnamed tributary are located at the southern edge of the project area. Two other tributaries to the Conococheague Creek cross the project area, including one in a large arch culvert under SR 0030.
A Phase I Environmental Site Assessment was completed to identify potential sensitive and other regulated waste sites in the project area. The investigation evaluated 13 potential waste sites. The study recommended further investigation, Phase II or Phase III Environmental Site Assessments, at four of the sites due to potential historic gasoline underground storage tanks in proximity to SR 0030.
A bat survey was conducted for the SR 0030 arch culvert over a tributary to Conococheague Creek to determine the presence of potential roosting areas, but none were found.
A botanical study was conducted to determine if a Pennsylvania threatened plant species was present. The study for the Limestone Petunia (Ruellia strepens) did not locate the species within the project area.
The Corpus Christi Cemetery adjacent to the project was investigated and documented in a Cemetery Identification (Reconnaissance) Level Survey Form. The cemetery was determined to not be eligible for listing on the National Register of Historic Places.
At the Corpus Christi Cemetery, a Ground Penetrating Radar (GPR) and Electronic Resistivity (ER) study was completed, and a report prepared. Because of anomalies near the construction area that could be unmarked graves, it was determined that the use of a modular precast retaining wall to minimize impacts to the cemetery was reasonable.
Utilities

Ownership and relocations of various facilities will be discussed during an upcoming Utility Field View Meeting.
Right-of-Way
Fifteen parcels will potentially be impacted by the project. Potential permanent Right-of-Way and/or Temporary Construction Easements are expected.
Maintenance and Protection of Traffic
During construction traffic movements will be maintained by the use of barriers, channelizing devices, or short-term flagging operations. No long-term detour is anticipated.
Schedule and Cost
The project is scheduled to be bid for construction in early Spring 2028 and last for two years. The estimated construction cost is $6,000,000.
