The Pennsylvania Department of Transportation (PennDOT) invites the public to a virtual plans display regarding the Route 309, Section 370, Bridge Rehabilitation Project over the Susquehanna River, Luzerne County. The project is to rehabilitate the existing Route 309 (Cross Valley) Bridge over the Susquehanna River between the Plains on/off ramps (Exit 3) and the Kingston on/off ramps (Exit 4).  

The digital version of the information will be available to the public to view online from February 5, 2026, through February 19, 2026.

The purpose of the plans display is to provide a project overview, display and describe the traffic maintenance during construction, and let the public know when construction will occur. 

The project is located in Plains Township, Kingston and Forty Fort Boroughs, Luzerne County, and consists of the rehabilitation of the existing 17-span steel plate girder bridge that is approximately 2,278’ long. The partial superstructure replacement of the structure’s fracture critical spans and the rehabilitation of the remaining spans of the superstructure. The project will also include pavement overlays, lighting up grades and a few off-site improvements. 

There will be no detours required for Route 309, traffic will be maintained utilizing the zipper system to allow for two lanes going towards Wilkes-Barre and one lane going towards the Back Mountain in the morning and one lane going towards Wilkes-Barre and two lanes going towards the Back Mountain in evening. The zipper system will be installed in early spring and removed prior to Thanksgiving each year of the project.
