The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding the Route 1046 (Fivepointville Road) bridge replacement project. The project is located over Little Muddy Creek in Brecknock Township, Lancaster County. The project site is approximately 2.3 miles northwest of Terre Hill, PA.

The purpose of this project is to fully replace the existing bridge carrying Route 1046 over Little Muddy Creek, ensuring the continued safe and efficient movement of traffic.

The project consists of replacing the existing two span non-composite rolled steel I-beam bridge with a new single span composite steel plate girder bridge. Roadway approaches will be reconstructed for approximately 100-ft on the western approach and approximately 60-ft on the eastern approach. New guide rail will be placed within the limits of the project.

The proposed bridge structure will be widened to accommodate 10-foot lanes and 4-foot shoulders.

The bridge will be closed for approximately six months to all traffic during the construction. The proposed detour route will use Vine Street, Route 897 and Route 1044 (Red Run Road).

The project is currently in design, and construction work is anticipated to take place in the 2029 construction season. The project is currently scheduled for a September 16, 2027, letting.

Additional Project Information

Environmental

The project is located approximately 2.3 miles northeast of Terre Hill within a rural community surrounded by residential and agricultural properties. There are no existing pedestrian or bicycle facilities. There are wetlands present within the project area. An existing property near the project area was found to be eligible for listing in the National Register of Historic Places (Brossman Farm). No impacts to this property are anticipated.

Utilities

Aerial utilities consist of overhead electric (E), telephone (T), and cable TV (CTV). It is anticipated

that the contractor will be able to work underneath the aerial utility crossing without affecting the

lines. No utility conflicts warranting relocation is required for the project.

Right of Way

The existing Legal Right-of-Way along Route 1046 (Fivepointville Road) is 40 feet wide. The existing Legal Right-of-Way along T-816 (Muddy Creek Road) is 33 feet wide.

Permanent Right-of-Way acquisitions will be required to ensure the proposed guide rail, structure, and scour protection rock are within the Legal Right-of-Way. Drainage Easement will be required for extension of

an existing 24-inch pipe located at the southeast quadrant. Temporary Construction Easement (TCE) will

be required on both sides of the bridge in order to provide room for contractor access and erosion

control features.

Maintenance and Protection of Traffic

The bridge will be closed for approximately six months to all traffic during the construction. The proposed detour route will use Vine Street, Route 897 and Route 1044 (Red Run Road).

Schedule and Cost

Construction is anticipated to start during the spring of 2029 and end fall of 2029 at an estimated construction cost of $2,110,000.
