The Transportation Planning Program was established in all MPOs and RPOs to promote federal, state, and local transportation objectives.
Purpose and Mission:
- Evaluate the performance of regional transportation systems
- Calculate the resources required to maintain, improve, and expand regional transportation facilities
- Work closely with PennDOT on local and statewide transportation matters
Role in the Planning Process:
- Update each regional Long-Range Transportation Plan every four or five years
- Update regional Transportation Improvement Programs (TIPs) every two years
- 24 regional TIPs are combined with two statewide TIPs to create the State Transportation Improvement Program (STIP) or the first four years of the 12-Year Program (TYP)

Adams County Transportation Planning Organization MPO
Region description
The Adams County Transportation Planning Organization is the Metropolitan Planning Organization for Adams County (ACTPO). Together with PennDOT, the ACTPO is responsible for the transportation systems in all of the municipalities that comprise Adams County.
Highway
Major Corridors within the region include:
- East-West: US 30, PA 116 and PA 234
- North-South: US 15, PA 94 and PA 34
Bicycle and Pedestrian Travel
Pennsylvania Bicycle Route S traverses Adams County using State Route 234.
The North Gettysburg Area Trail System connects the Borough of Gettysburg to portions of Cumberland and Straban townships via a network of pedestrian and bicycle trails.
Transit
Freedom Transit, a division of the Central Pennsylvania Transportation Authority, provides public transportation on three fixed routes serving the Gettysburg area. Rabbittransit provides additional services for individuals with disabilities and senior citizens, as well as daily express service to Harrisburg.

Cambria County MPO
Region description
The Cambria County MPO is the Metropolitan Planning Organization for Cambria County and two municipalities (Paint and Windber boroughs) located in Somerset County. Together with PennDOT, the Cambria County MPO is responsible for the transportation systems throughout the MPO region.

Major Corridors within the region include:
- East-West: US 22
- North-South: US 219
Bicycle and Pedestrian Travel
Cambria County has several on-road bicycle routes totaling nearly 60 miles. The Ghost Town Trail is one of several off-road hiking trails located within the region.
Transit
Cambria County Transit Authority (CamTran) is the principal public transit carrier, with urban and rural divisions providing fixed-route, demand-response and paratransit services. CamTran also operates the Johnstown Inclined Plane. Amtrak provides daily east- and westbound passenger service.
Rail Freight
Rail freight services within the region are provided by Norfolk Southern Corporation, R.J. Corman and CSX.

Delaware Valley Regional Planning Commission MPO
Region description
The Delaware Valley Regional Planning Commission (DVRPC) is the Metropolitan Planning Organization for the nine-county region that includes Bucks, Chester, Delaware, Montgomery and Philadelphia Counties in Pennsylvania, as well as Burlington, Mercer, Camden, and Gloucester Counties in New Jersey. Together with PennDOT, DVRPC is responsible for the transportation systems in Pennsylvania’s five-county region.

Bicycle and Pedestrian Travel
Three Pennsylvania Bicycle Routes are located within the DVRPC MPO region: Routes E, L, and S. The region also includes the Circuit Trails network.

SEPTA is the primary provider of mass transit in the Pennsylvania portion of the DVRPC region, operating regional rail, subway/elevated rail, trolley, trackless trolley, bus and paratransit service. The region is also served by New Jersey Transit, PATCO, Amtrak, Pottstown Area Rapid Transit and intercity bus carriers.
Rail Freight
The rail freight network is anchored by CSX Corporation and Norfolk Southern Corporation, with Conrail Shared Assets also providing direct service to customers.
Aviation
Philadelphia International Airport is the region’s premier aviation facility, with national and international passenger service and major cargo operations. The Pennsylvania portion of the DVRPC region also contains numerous reliever and general aviation airports, a seaplane base and public-use heliports.

Centre County MPO
Region description
The Centre County Metropolitan Planning Organization (CCMPO), together with PennDOT, is responsible for the transportation systems throughout the 35 municipalities that comprise the Centre County region.

Transit
The Centre Area Transportation Authority (CATA) provides fixed-route and paratransit service in the Centre Region and surrounding municipalities. The Centre County Office of Transportation provides paratransit service throughout Centre County.
Rail Freight
The SEDA-COG Joint Rail Authority owns active rail lines in Centre County, with operations provided by the Nittany and Bald Eagle Railroad. Norfolk Southern has track rights in the region, and R. J. Corman Railroad Group also operates nearby.
Aviation
Centre County is served by University Park Airport, several general aviation airports and a glider port. University Park Airport supports scheduled commercial service, cargo and flight-school operations.

Franklin County MPO
Region description
The Franklin County Metropolitan Planning Organization (Franklin County MPO), together with PennDOT, is responsible for the transportation systems throughout the county.

- North-South: I-81 and US 11
Bicycle and Pedestrian Travel
Pennsylvania Bicycle Route S traverses the entire county. The Appalachian and Tuscarora trails also traverse the county and offer hiking and bicycling opportunities.
Transit
Rabbittransit provides shared-ride demand-response programs for senior citizens, persons with disabilities and the general public. There is currently no fixed-route bus service in Franklin County.
Rail Freight
Norfolk Southern and CSX Transportation serve Franklin County. Norfolk Southern’s mainline connects Hagerstown, Maryland, with major rail yards in the Harrisburg area.
Aviation
Franklin County Regional Airport is a general aviation airport serving the county and surrounding area.

Erie County Planning Department
Region description
The Erie Metropolitan Planning Organization (Erie MPO) is the Metropolitan Planning Organization for Erie County. Together with PennDOT, the Erie MPO is responsible for the transportation systems in all municipalities throughout Erie County.

Harrisburg Area Transportation Study MPO
Region description
The Harrisburg Area Transportation Study Metropolitan Planning Organization (HATS MPO) covers all municipalities in Cumberland, Dauphin and Perry Counties. Together with PennDOT, HATS MPO is responsible for the transportation systems in the three-county region.

Bicycle and Pedestrian Travel
The Capital Area Greenbelt is a 20-mile hiking and biking trail within the Harrisburg area.

Capital Area Transit (CAT) and rabbittransit provide fixed-route and paratransit services in the region. Intercity bus service is also available, and Amtrak connects Harrisburg to Lancaster, Philadelphia, Pittsburgh and other destinations.
Rail Freight
Norfolk Southern and CSX Transportation serve the Harrisburg area. Norfolk Southern has major classification and intermodal facilities in the region.
Aviation
Harrisburg International Airport provides scheduled airline service. Bendigo Airport and Carlisle Airport, both general aviation airports, also serve the area.

Lehigh Valley Transportation Study MPO
Region description
The Lehigh Valley Transportation Study (LVTS) is the Metropolitan Planning Organization (Lehigh Valley MPO) for all of Lehigh and Northampton Counties. Together with PennDOT, the LVTS is responsible for the transportation systems throughout the two-county MPO region.

Rail Freight
Norfolk Southern is the primary Class I railroad operator in the Lehigh Valley. East Penn Railroad and NDC Railroad also serve the region.

The Lehigh Northampton Airport Authority owns and operates Lehigh Valley International Airport, Queen City Airport and Braden Airpark.

Lancaster MPO
Region description
The Lancaster MPO is the Metropolitan Planning Organization (MPO) for all of Lancaster County. Together with PennDOT, the MPO is responsible for the transportation systems throughout the county.

Bicycle and Pedestrian Travel
Pennsylvania Bicycle Routes S and J are located within the county. The Lancaster Active Transportation Plan identifies the existing and planned bicycle and pedestrian network.

The South Central Transit Authority (SCTA), through Red Rose Transit, provides fixed-route, shared-ride and paratransit service. Amtrak provides daily commuter train service connecting Lancaster to Harrisburg, Philadelphia and the Northeast Corridor.
Rail Freight
Norfolk Southern is the major rail line serving the Lancaster area. East Penn Railroad, Landisville Railroad, Columbia and Reading Railroad, and Strasburg Railroad also serve the county.

Northeastern Pennsylvania Alliance (NEPA MPO)
Region description
The Northeastern Pennsylvania Alliance is the Metropolitan Planning Organization (NEPA MPO) for Carbon, Monroe, Pike and Schuylkill Counties. Together with PennDOT, the NEPA MPO is responsible for the transportation systems throughout the four-county region.

Reading Area Transportation Study MPO
Region description
The Reading Area Transportation Study (RATS) is the Metropolitan Planning Organization (MPO) for all of Berks County, and together with PennDOT, the MPO is responsible for the transportation systems throughout the county.

The SEDA-Council of Governments (SEDA-COG) is the Metropolitan Planning Organization (MPO) for Clinton, Columbia, Juniata, Mifflin, Montour, Northumberland, Snyder and Union Counties. Together with PennDOT, the SEDA-COG MPO is responsible for the transportation systems in the eight-county district.

Southern Alleghenies Planning and Development Commission RPO
Region description
The Southern Alleghenies Planning and Development Commission (SAP&DC) is the Rural Planning Organization for Bedford, Fulton, Huntingdon and Somerset Counties (except Paint and Windber boroughs in Somerset County, which are part of the Cambria County MPO). Together with PennDOT, SAP&DC RPO is responsible for the transportation systems in the four-county region.

- North-South: I-99 and US 219
Bicycle and Pedestrian Travel
Pennsylvania Bicycle Routes G and S are located within the region. Cycle Southern Alleghenies includes 17 on-road bicycle routes across the four counties, in addition to numerous trails.

Amtrak’s Pennsylvanian Keystone West passenger service passes through Huntingdon County, with a station in the Borough of Huntingdon. Tourist rail service is also available on the East Broad Top Railroad.
Rail Freight
Norfolk Southern provides rail freight service in Huntingdon County. CSX and Wheeling and Lake Erie provide rail freight services in Somerset County.

The Bedford County Airport and Somerset County Airport provide aviation service in the region.

Southwestern Pennsylvania Commission MPO
Region description
The Southwestern Pennsylvania Commission is the Metropolitan Planning Organization (SPC MPO) for Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington and Westmoreland Counties, as well as the City of Pittsburgh. Together with PennDOT, the SPC MPO is responsible for the transportation system in the ten-county region.

Twelve public transportation providers serve the SPC region, including Pittsburgh Regional Transit (formerly Port Authority of Allegheny County), Mid Mon Valley Transit Authority, Beaver County Transit Authority, Freedom Transit and other county and municipal providers. Many provide fixed-route, shared-ride and paratransit services.
Rail Freight
SPC is served by CSX and Norfolk Southern, plus a number of regional and short-line railroads.
Aviation
Pittsburgh International Airport is the region’s primary commercial airport and cargo facility. Arnold Palmer Regional Airport also supports commercial aviation, while numerous public airports support general aviation.

Williamsport Area Transportation Study MPO
Region description
The Williamsport Area Transportation Study (WATS) is the Metropolitan Planning Organization (MPO) for Lycoming County. Together with PennDOT, the WATS MPO is responsible for the transportation systems throughout the county.
Highway
Major Corridors within the region include:
- East-West: I-80 and I-180
- North-South: US 15 and US 220
Bicycle and Pedestrian Travel
Pennsylvania Bicycle Routes G and J are located within Lycoming County. The region also includes major hiking and biking trails such as the Pine Creek Rail Trail.
Transit
River Valley Transit provides fixed-route, shared-ride and paratransit services in Williamsport and surrounding areas.
Rail Freight
Lycoming County is a member of the SEDA-COG Joint Rail Authority. The Lycoming Valley Railroad and Norfolk Southern also serve the area.
Aviation
The Williamsport Regional Airport is a non-hub primary airport owned and operated by the Williamsport Municipal Airport Authority and supports passenger and air freight services.

Lackawanna Luzerne Transportation Study MPO
Region description
The Lackawanna Luzerne Transportation Study is the Metropolitan Planning Organization (LLTS MPO) for Lackawanna and Luzerne Counties. Together with PennDOT, the LLTS MPO is responsible for the transportation systems throughout the two-county region.
Highway
Major Corridors within the region include:
- East-West: I-80 and I-84
- North-South: I-81, I-476 and I-380
Bicycle and Pedestrian Travel
Pennsylvania Bicycle Routes L and Y traverse the region. The Lackawanna River Heritage Trail is also a major regional trail facility.
Transit
Major transit providers include COLTS, Luzerne County Transit Authority and Hazleton Public Transit. The region also includes intermodal transportation centers in Hazleton, Scranton and Wilkes-Barre.
Rail Freight
The region is served by Delaware-Lackawanna Railroad, Norfolk Southern, Reading Blue Mountain and Northern Railroad, Luzerne and Susquehanna Railroad, North Shore Railroad and Pennsylvania Northeast Regional Railroad Authority.
Aviation
Wilkes-Barre/Scranton International Airport provides commercial and freight air service. General aviation facilities include Wilkes-Barre Wyoming Valley Airport, Hazleton Airport and Seaman’s Field.

MPO for Blair County (Altoona MSA)
Region description
The Metropolitan Planning Organization (MPO) for Blair County (Altoona MSA) encompasses all of Blair County. Together with PennDOT, the MPO for Blair County is responsible for the transportation systems in the municipalities that comprise the MPO region.
Highway
Major Corridors within the region include:
- East-West: US 22
- North-South: I-99
Bicycle and Pedestrian Travel
Blair County includes an extensive trail network, including the Bells Gap Rail Trail and Lower Trail.
Transit
Altoona Metro Transit (AMTRAN) operates fixed-route transit service. Blair Senior Services provides shared-ride and paratransit services, and Amtrak provides daily east- and westbound passenger service.
Rail Freight
Norfolk Southern is the major rail freight carrier in the region. Everett Railroad Company and the Nittany and Bald Eagle Railroad also operate in the area.
Aviation
The Altoona-Blair County Airport provides commercial passenger service.
