The intersection of Main Street (SR 0616) and George Street (SR 3042) are both two-lane highways that come to an intersection in the residential Borough of New Salem in York County. The project extents are about 150ft north and south of the intersection on Main Street (SR 0616), about 200ft west of the intersection on George Street (SR 3042) and about 250ft East of the intersection on George Street (SR 3042).
The terrain is generally level throughout the project, with the local community center, fuel station, local restaurants, businesses, and residences lining the street. Main Street (SR 0616) has a posted speed limit of 35 mph and George Street (SR 3042) has a posted speed limit of 25 mph.
The project includes realigning the intersection to provide greater sight distance. This will allow an
upgrading signalized control which will improve flow and functionality through the intersection.
Environmental Considerations
We anticipate no mitigation commitments during construction beyond the NPDES requirements.
Utilities
There are existing overhead electric, telephone, and television and communications lines on both Main Street (SR 0616) and George Street (SR 3042) throughout the project corridor. Permanent relocations to utility poles are anticipated where the existing poles encroach upon the proposed widened roadway.
Preliminary investigations have determined that there are underground utilities present in the reconstruction areas.
Proposed utility impacts and relocation of facilities impacted by the proposed construction will be completed in accordance with the procedures identified in PennDOT Publication 16M, Design Manual 5.
Maintenance and Protection of Traffic
It is anticipated that the project will be constructed in the following seven stages to minimize impacts
to the vehicular and pedestrian traffic:
Stage 1 – Construct George Street (SR 3042) East of the intersection
Stage 2 – Construct Main Street (SR 0616) Northbound through the intersection Stage 3 – Construct Main Street (SR 0616) Southbound through the intersection Stage 4 – Construct George Street (SR 3042) West of the intersection
Stage 5 – Construct Main Street (SR 0616) Northbound tie-ins north and south of the intersection Stage 6 – Construct Main Street (SR 0616) Southbound tie-ins north and south of the intersection Stage 7 – Install proposed traffic signals, signs, and final pavement markings.
George Street (SR 3042) will be detoured during Stages 1 through 4 using SR 0516, SR 0116, SR 0030, SR 0462, and SR 0182 north of the project site. The detour length is 13.2 miles. The through movement distance on George Street (SR 3042) between the start/stop of the detour is 9.0 miles. Therefore, the additional travel length for through movements is 4.2 miles.
Turns from Main Street (SR 0616) onto the closed portions of George Street (SR 3042) will be prohibited during Stages 1 through 4 and advanced signing of the prohibited turns will be provided.
During Stages 2, 3, 5, and 6, a single lane of two-way alternating traffic will be maintained on Main Street (SR 0616) and controlled by flaggers. At the completion of each work period, all excavated areas will be paved, and normal traffic patterns will be restored.
Sidewalks and crosswalks will be closed as needed during each stage
Construction Schedule and Cost
Construction is anticipated to begin in Spring 2028 and last until Fall of 2028. The estimated construction cost is $1,979,000.

A virtual plans display and public comment period were held from June 23, 2025 through July 23, 2025.
