PennDOT is developing a Complete Streets project to make 3.2 miles of Route 291/U.S. 13 safer and easier for everyone to use. The project is in the City of Chester and Trainer Borough in Delaware County, from the bridge over Ridley Creek to Irving Street.

The goal of the project is to make the five-lane road safer and more comfortable for drivers, walkers, bike riders, and people who live nearby by:

  • Slowing down traffic
  • Making it easier and safer for people to cross the street
  • Adding a trail that people can use for walking and biking

Right now, the road is used by between 3,100 and 14,000 vehicles every day, including many trucks.

This project follows the recent safety study done by Delaware County. The study suggested ways to make the road safer for everyone using it—drivers, walkers, bike riders, people taking the bus, and residents. The county finished the study in 2024.

Complete Streets are streets designed so people of all ages and abilities can travel safely, whether they are walking, biking, driving, or riding transit.

The project team is now reviewing improvement options from the county’s study, as well as new ideas, to decide which ones should move forward into engineering design.

During the next design phases, the team will create plans to slow traffic, improve pedestrian crossings, and add a shared-use path for walkers and bicyclists.

Community input is important to this project. PennDOT encourages people to attend public meetings to learn more and share their thoughts. More details on upcoming public meetings will be coming this fall.

Construction of the Route 291/U.S. 13 Complete Streets project is anticipated to start in 2030 and last for two years.

Before the Complete Streets project, PennDOT completed an early-action safety improvement project on this area of Route 291/U.S. 13 in 2024. For this $434,000 project, PennDOT installed:

  • Larger 35 mph speed limit signs are to bring greater attention to the speed limit.
  • New pavement markings, including “35 mph” legends and brighter crosswalks, are to highlight the speed limit and pedestrian crossing areas.
  • Black pavement markings on concrete to make them easier to see
  • Rectangular “X” boxes at intersections to discourage illegal parking and help drivers see better when entering Route 291/U.S. 13.
  • Dotted edge-line extensions at intersections without traffic signals to help drivers enter Route 291/U.S. 13 safely.
  • Flexible posts on raised medians so drivers can see them more easily.
