The Pennsylvania Department of Transportation (PennDOT) invites the public to a Public Meeting with Plans Display regarding the Route 3030 Section D50 Culvert Replacement project in Waymart Borough, Wayne County.
The Route 3030 Section D50 project involves improvements to the cross of Route 3030 (Carbondale Road) over Van Auken Creek in Waymart Borough, Wayne County. The project proposes to replace the existing corrugated metal pipe culvert with a new precast reinforced concrete box culvert.
The existing culvert is experiencing deterioration along the barrel of the culvert along with settlement in the roadway that requires corrective action to maintain a safe crossing at this location. The new culvert has been designed to improve the hydraulic performance of the original culvert and maintain the existing floodplains so as not to adversely affect adjacent property owners. Roadway improvements associated with the project include full depth pavement reconstruction in the vicinity of the culvert, providing lane and shoulder widths meeting current design criteria. Stormwater drainage improvements are planned, as are new guide rail and pavement markings that will be provided throughout the project limits.
Aerial utility relocations will be required to accommodate the proposed construction. The intersection of Carbondale Road and Patterson Street will remain open during construction.
There are no wetlands within the proposed project limits.  As part of the environmental restrictions, no tree cutting will be allowed from May 15 through August 15 to accommodate spring staging and fall swarming habitat of the northern long-eared bat.

Traffic Control
The project is expected to be built under a 2.5-mile detour, using SR 296 (Belmont Turnpike) and Route 6. For this project, the detour will be in place for approximately 3-4 months to complete construction.
Coming from Casey Highway / Carbondale
- At the intersection of Route 6 and SR 3030 (Carbondale Roadway), continue straight (East) on Route 6 for 2.1 miles.
- Turn right at the stop light intersection of Route 6 and SR 296 (Belmont Turnpike).
- Continue South on SR 296 (Belmont Turnpike) for 0.4 miles to the intersection of SR 296 (Belmont Turnpike) and SR 3030 (Carbondale Road).
- Turn right onto SR 3030 (Carbondale Road).
Coming from South Canaan
- At the intersection of SR 296 (Belmont Turnpike) and SR 3030 (Carbondale Road), continue straight (North) on SR 296 (Belmont Turnpike) for 0.4 miles.
- Turn left at the stop light intersection of SR 296 (Belmont Turnpike) and Route 6.
- Continue West on Route 6 for 2.1 miles to the intersection of Route 6 and SR 3030 (Carbondale Road).
- Turn left onto SR 3030 (Carbondale Road).
