The Pennsylvania Department of Transportation is currently in final design for a planned project on Church Road (S.R. 0238) at I-83 Exit 24 (Emigsville) in Manchester Township, York County. The project consists of the following improvements:
- Dedicated right turn lane for westbound Church Road onto northbound North Susquehanna Trail with concrete channelization island
- Dedicated right turn lane for southbound North Susquehanna Trail onto Farmtrail Road
- Dedicated right turn lane for eastbound Church Road onto I-83 northbound on-ramp (Ramp F) with concrete channelization island
- Dedicated right turn lane on the I-83 southbound off-ramp (Ramp G) onto Church Road
The scope of work also includes ADA ramps at the intersection of Church Road and Susquehanna Trail, traffic signal upgrades at the three project intersections, milling and overlaying the full width of the roadway, and drainage and guide rail improvements.
The purpose of this project is to reduce congestion, delay, and crashes at three intersections at I-83 Exit 24.
Traffic control is proposed as staged with shoulder and turn-lane closures while maintaining two lanes of traffic.
The project is currently in the final design phase, and work is anticipated to take place during the 2028-2029 construction seasons subject to all approvals, environmental clearances, and funding availability.
