The Route 415 (Memorial Highway) over Toby Creek Bridge Project is a bridge replacement project on the bridge over Toby Creek in Dallas Borough in Luzerne County, PA. The purpose of the project is to provide a crossing over Toby Creek that provides a three-lane bridge that addresses the structural deficiencies of the existing structure, and provides continued access to local residents, businesses, and emergency services.
The project consists of replacing the existing reinforced concrete T-beam bridge over Toby Creek in Dallas Borough with a three-lane precast reinforced concrete box culvert. The project also includes full-depth reconstruction of the approaches, paved shoulders, drainage improvements, and guide rail upgrades.
Local traffic to nearby businesses and residences located within the work area in Dallas Borough will be maintained. The proposed method for maintenance and protection of traffic during construction for this project includes lane shifts, lane closures, and an approximate week-long road closure to install the precast concrete culvert. There will be separate car and truck detours. Utilizing precast components and 24-hour continuous construction will minimize the duration of the project.
It is anticipated that construction will begin in the summer of 2027.
Detour Route and Information
The detours are as follows:
Car Detour – Route 309 (Tunkhannock Highway) to Route 1044 (Center Hill Road) to Route 1045 (Church Street). The car detour length is approximately 1.6 miles.
Truck Detour - Route 309 (Tunkhannock Highway) to Route 29 (Tunkhannock Road) to Route 118. The truck detour is approximately 28.5 miles in length.
