Project Overview
County: York
Municipality: Washington Township
State Route: Route 194
Local Name: Baltimore Pike
Project Type: Culvert Replacement
MPMS Number: 87519
Proposed Construction Start: June 2027
Proposed Construction End: August 2027
Last Updated: October 2025
The proposed project is the replacement of a box culvert on Route 194, Section 026 (Baltimore Pike) over an unnamed tributary (UNT) to the North Branch of Bermudian Creek in Washington Township, York County. The purpose of this project is to provide a continued safe and efficient crossing on Route 194 over the North Branch of Bermudian Creek.
Within the project area, Route 194 is a two-lane roadway located in a predominately rural setting on rolling terrain and is classified as a Rural Minor Arterial. The land use surrounding the roadway is predominantly fields/pasture area. The roadway within the project limits has a posted speed limit of 45 miles per hour and an average daily traffic volume of 3293 vehicles per day.
The existing structure was built in 1929 and is a single-span reinforced concrete slab bridge supported on concrete abutments. The bridge length is 17 feet and has a curb-to-curb width of 31 feet.
The proposed structure is anticipated to be a precast concrete box culvert. Minor approach roadway work including pavement reconstruction, rock slope protection, and guide rail upgrades will also be performed. The roadway alignment will closely match the existing geometry. The roadway and bridge will be slightly widened to accommodate 11-foot lanes and 5-foot shoulders, providing a curb-to-curb width of 32 feet.
Route 194 will be detoured during construction.
The project is currently in design, and work is expected to take place in the 2027 construction season.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.
Environmental
The project is located in a rural setting. All four quadrants are within the floodplain. The northwest, southwest, and southeast quadrants contain wetland habitats. There are no bicycle or pedestrian facilities within the project limits. Other environmental efforts for the project include investigating historical, archeological and aquatic resources as well as threatened and endangered species.
Utilities
Aerial electric and communication lines run parallel to Route 194 within the project limits. The electric and communication lines west of the bridge are anticipated to be relocated prior to the start of construction.
Right-of-way
Permanent and temporary right-of-way acquisitions are anticipated to allow the construction of the project.
Detour Information
Route 194 will be closed within the project limits for the duration of construction. A proposed 8.7-mile detour including Route 4032, Route 1006, Route 1005, Route 15, and Route 4036 will be utilized. No local roads will be utilized for the detour.
