The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding the Red Run Road (Route 1044) bridge superstructure replacement project. This project is located over Muddy Creek in Earl, East Earl & Brecknock Township, Lancaster County. The project site is approximately 2 miles northwest of Terre Hill, PA.
The purpose of this project is to address structural deficiencies of the bridge superstructure and provide a continued safe and efficient crossing of Red Run Road over Muddy Creek.
The project consists of replacing the existing single span welded steel plate girders with new welded steel plate girders, new concrete bridge deck, bridge barriers, rock scour protection around the existing abutments and wingwalls. Roadway approaches will be reconstructed for approximately 50 feet on the southern approach and approximately 40 feet on the northern approach. New guide rail will be placed within the limits of the project. The new bridge superstructure will match the existing 11-foot lanes and 3-foot shoulders.
The bridge will be closed for approximately three months to all traffic during the construction. The proposed detour route will use Vine Street, Route 897 and Fivepointville Road (Route 1046).
The project is currently in design and construction work is anticipated to take place in the 2028 construction season.

The Red Run Road (Route 1044) bridge superstructure replacement project is located over Muddy Creek in Earl, East Earl & Brecknock Townships, Lancaster County, approximately 2 miles northwest of Terre Hill PA.

Environmental
The project is located approximately 2 miles northeast of Terre Hill within a rural community surrounded by residential properties, agricultural properties and a private campground. There are no existing pedestrian or bicycle facilities. No wetlands or hazardous waste sites are present within the project area. An existing property near the project area was found to be eligible for listing in the National Register of Historic Places. No impacts to this property are anticipated and a Section 4(f) form is not required.
Utilities
Aerial utilities consist of overhead electric (E), telephone (T), and possible cable TV (CTV). It is anticipated that one utility pole will be in conflict with proposed work and will require relocation. There are no known underground utilities on the project site.
Right of Way
The existing Legal Right-of-Way along Red Run Road (Route 1044) is generally 60' in width. The existing Legal Right-of-Way along Martin Church Road (T-957) is 40' in width. The existing Legal Right-of-Way along Gristmill Road (T-600) is 60’ in width.
Proposed permanent Channel Easement acquisition will be required at the Southeast Quadrant to accommodate proposed scour protection rock at Wing A. A proposed Temporary Construction Easement (TCE) will be required on the western side of the bridge in order to provide room for contractor access and erosion control features.
Maintenance and Protection of Traffic
The bridge will be closed for approximately three months to all traffic during the construction. The proposed detour route will use Vine Street, Route 897 and Fivepointville Road (Route 1046).
Schedule and Cost
Construction is anticipated to start during the summer of 2028 and end fall of 2028 at an estimated construction cost of $1,850,000.
