This project involves the repair and rehabilitation of the Quarry Road / Bushong Road (Route 1003 Section 029) bridge over Conestoga River in Manheim & Upper Leacock townships, Lancaster County. The purpose of this project is to provide a continued safe and efficient crossing on Route 1003 over Conestoga River.

Within the project area, Route 1003 is a two-lane roadway with rolling terrain and is classified as a Rural Major Collector. The land use surrounding the roadway is agricultural

pastureland and residential. The roadway within the project limits has a posted speed limit of 40 miles per hour and an average daily traffic volume of 2,679 vehicles per day.

The existing structure was built in 1952 and is a three-span non-composite steel I-Beam bridge supported on reinforced concrete abutments and piers. The bridge length is 285 feet and has a curb-to-curb width of 24 feet.

The proposed rehabilitation work includes full bridge deck replacement, while preserving the existing steel beams. The roadway and bridge will be slightly widened to accommodate 11-foot lanes and 2.5-foot shoulders, providing a 27-foot curb-to-curb width.

Route 1003 will be detoured during construction.

The project is currently in design, and construction is expected to occur during the 2027 construction season.

The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.

Additional Project Information

The project includes the repair and rehabilitation of the Quarry Road / Bushong Road (Route 1003 Section 029) bridge over Conestoga River in Manheim and Upper Leacock townships, Lancaster County. The purpose of this project is to provide a continued safe and efficient crossing on Route 1003 over Conestoga River.

The proposed rehabilitation work includes full bridge deck replacement, while preserving the existing steel beams. Other bridge rehabilitation activities include repair or replacement of existing bearings, expansion joint replacement, guide rail updates, installation of shear connectors along the existing beams to make the deck composite, repair of deteriorated concrete at substructure units, and painting of the existing structural steel. The roadway and bridge will be slightly widened to accommodate 11-foot lanes and 2.5-foot shoulders, providing a 27-foot curb-to-curb width.

Environmental

The project is located in a rural setting. All four quadrants are within the floodplain. There are no wetlands identified within the project location. No bicycle or pedestrian facilities exist within the project limits. Other environmental efforts for the project include investigating historical, archeological, and aquatic resources as well as threatened and endangered species.

Utilities

Aerial utilities parallel and cross Route 1003 within the project limits. Aerial utility relocations are anticipated on the west end of the bridge.

Right-of-way

Temporary right-of-way construction easements are anticipated to allow the construction of the project. Minor permanent right-of-way acquisitions are anticipated to allow for future maintenance of the structure.

Maintenance and Protection of Traffic

Route 1003 will be closed within the project limits for the duration of construction. A proposed 8.4-mile detour including Route 23, Route 772, Route 1010, and Route 272 will be utilized.

Schedule and Cost

Overall construction is anticipated to last approximately 4 to 6 months during the spring and summer of 2027 at an estimated cost of $2,700,000.
