The Pennsylvania Department of Transportation (PennDOT) invites the public to view the online plans display for the US 11/15 bridge preservation project. This project is located over the Juniata River in Reed Township, Dauphin County, and Penn Township, Perry County, approximately 1.5 miles northeast of Duncannon, PA. The purpose of this project is to extend the life of the bridge and provide continued safe and efficient crossing of US 11/15 over the Juniata River.
The project consists of miscellaneous steel repairs, fatigue treatments, painting of steel superstructure, joint replacements, and the placement of a latex modified concrete (LMC) overlay. A protective fence will be installed on the exterior barriers and guide rail to bridge barrier connections will be upgraded. Construction will be completed utilizing staged construction. Single lane closures northbound and southbound will maintain one lane of traffic in each direction.
The project is currently in design and construction work is expected to take place in the 2027 construction season.
A plans display will be held online only. A digital version of the information will be available to view online from January 7, 2026 to February 10, 2026.

The US 11/15 bridge preservation project is located in Reed Township, Dauphin County, and Penn Township, Perry County and crosses over the Juniata River.
The purpose of this project is to extend the life of the bridge and provide continued safe and efficient crossing of US 11/15 over the Juniata River.
The project consists of preserving the 66-year-old steel girder and floorbeam structure. The preservation includes miscellaneous steel repairs, fatigue treatments, painting of steel superstructure, joint replacements, and the placement of a latex modified concrete (LMC) overlay. A protective fence will be installed on the exterior barriers and guide rail to bridge barrier connections will be upgraded.
Environmental
The project is located in a rural area in Reed Township, Dauphin County and Penn Township, Perry County with terrain varying from rolling to mountainous. The Juniata River flows south under the structure. An active railroad that parallels the western bank of the Juniata River passes under the bridge in the western quadrants. The eastern quadrants provide a flood plain for the river with State Game Lands occupying the northeast quadrant and a forested private property occupying the southeast quadrant. All proposed work will be completed from the existing bridge with no in-stream work.
Environmental studies for the project include threatened and endangered species surveys and determination of impacts to cultural resources and historical properties. A wetland investigation and delineation will be completed adjacent to the bridge abutments.
Utilities
There is an active gas line that crosses under US 11/15 just south of the bridge. The gas line is not anticipated to be impacted by the project. Coordination with utility owners will continue as the design progresses.
Right of Way
No permanent or temporary right-of-way acquisitions are anticipated. All proposed work will be completed within the legal right-of-way and a right-of-way plan will not be required.
Maintenance and Protection of Traffic
Construction will be completed utilizing staged construction. Single lane closures northbound and southbound will maintain one lane of traffic in each direction. Please refer to the project’s Staging Plan graphic.
Schedule and Cost
It is currently anticipated that this project will be let in September 2026 with construction occurring in the 2027 construction season. Overall construction is anticipated to last nine (9) months with an estimated construction cost of $10,000,000.
