The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person and virtual plans display regarding the proposed Route 4016, Section 353, structure replacement project in Hunlock Township, Luzerne County. The plans display will be held online and in-person for public viewing at the Hunlock Township Municipal Building.
The structure is located on Route 4016 (Main Road) over Hunlock Creek, approximately 1.7 miles northwest of Route 11 and 3.9 miles southeast of its intersection with Route 4005 (Reyburn Road).\
The purpose of this project is to address the structural deficiency of the existing structure due to its age and condition, and to provide safer and more efficient access over Hunlock Creek. The existing two span reinforced concrete T-beam bridge will be replaced with a single span adjacent box beam bridge. Additional work includes but is not limited to: approach roadway reconstruction and widening, guide rail improvements, grading, signing, and pavement markings. The reconstructed roadway and structure will accommodate an 11-foot lane with a 4-foot outside shoulder in each direction of travel.
A detour will be implemented along Route 4016 during construction. Detoured traffic will utilize Route 4005 (Cragle Hill Road/Reyburn Road). A temporary traffic signal and single lane condition will maintain access along Route 4003 (Swamp Road) under the detour. The detour is 7.0 miles long and is anticipated to be in place for one construction season. Local access to driveways will be maintained during construction.
The project is currently in the preliminary design phase and is planned to commence in 2029. It is anticipated that construction will begin in Spring 2029 and will be completed by Fall 2029.
The purpose of the public meeting and virtual plans display is to introduce the project and the associated detour route to receive public questions, comments, or other input regarding the project.
A public plans display/meeting will be held immediately prior to the regularly scheduled Supervisors’ Meeting at the Hunlock Township Municipal Building on April 16, 2026 from 6:30 PM to 7:00 PM. The virtual public plans display will be available from April 13, 2026 to May 15, 2026.
Detour
From points south of the bridge, traveling south along Route 4016 for 0.5 mile. Turn right onto Route 4005 (Cragle Hill Road) and travel 3.7 miles. Turn right onto Route 4005 (Reyburn Road) and travel 3.2 miles to its intersection with Route 4016. Turn left on Route 4016. End of detour.
From points north of the bridge, traveling north along Route 4016 for 3.9 miles. Turn left onto Route 4005 (Reyburn Road) and travel 3.2 miles. Turn left onto Route 4005 (Cragle Hill Road) and travel 3.7 miles to its intersection with Route 4016. Turn right onto Route 4016. End of detour.
