The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person and virtual plans display regarding the Route 3011, Bridge Project in Old Forge Borough, Lackawanna County. The plans display will be held in-person for public viewing at the Old Forge Borough Building.

The structure is located on Route 3011 (Milwaukee Avenue) over Saint Johns Creek.

The purpose of this project is to address the structural deficiency of the existing structure due to its age and condition, and to provide safer and more efficient access over Saint Johns Creek. The existing single span concrete T-Beam bridge with a bituminous overlay on masonry abutments will be replaced with a prestressed composite spread box beam bridge with an epoxy-based surface treatment on integral abutments. Additional work includes but is not limited to: approach roadway reconstruction, grading, signing, and pavement markings. The reconstructed roadway and structure will accommodate two 12-foot lanes with outside shoulders ranging from 6’-3¾” to 6’-6¾”.

Half-width construction will be performed to keep the bridge partially opened to traffic during construction. The first phase of construction will implement one-way traffic open on the western side of the Route 3011 bridge. The second phase of construction will utilize one-way traffic open on the eastern side of the Route 3011 bridge. This one-way traffic will be implemented utilizing an alternating traffic pattern controlled by temporary signals. Access to Mountain Road from the intersection with Route 3011 will be included in the phasing of the temporary signal and thus will remain open during the entire duration of construction for the bridge. 

Additional Project Information

There will also be a 7-day maximum detour put in place for beam delivery, beam installation, and any other construction events that will require full road closure. Mountain road will remain open to local traffic for the duration of the detour.
