The project includes the bridge rehabilitation of Route 4017 bridge (Harrison School Road) over Interstate 81 in East Hanover Township, Lebanon County. The purpose of this project is to provide a continued safe and efficient crossing on Route 4017 over Interstate 81.
Within the project area, Route 4017 is a two-lane roadway located in a predominately rural setting on rolling terrain and is classified as a rural minor collector. The land use surrounding the roadway is predominantly wooded, agricultural and residential. The roadway within the project limits has a posted speed limit of 35 miles per hour and an average daily traffic volume of 1,371 vehicles per day.
The existing structure was built in 1967 and is a five-span prestressed concrete spread box beams on stub abutments and multi-column pier bents. The bridge length is 292’-0” and has a curb-to-curb width of 28’-0”.
The project involves rehabilitation activities including the replacement of the deck joints with strip seal dams and substructure concrete repairs. The horizontal and vertical geometries of the roadway will not be changed.
Route 4017 will be detoured during construction. The detour route will utilize Harrison School Road, Mountain Road, Pleasant View Road, Jonestown Road and Allentown Boulevard.
The project is currently in design, and construction is expected to take approximately 4 months at this site. The exact construction timeline is not currently known, but construction is currently anticipated to begin in the Fall of 2026 or Spring of 2027.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.

Project Description
The project includes rehabilitation of the bridge carrying Route 4017 (Harrison School Road) over Interstate 81 in East Hanover Township, Lebanon County. The purpose of this project is to provide a continued safe and e(icient crossing on Route 4017 over Interstate 81.
The project includes rehabilitation of the existing superstructure and substructure. Superstructure repairs include replacement of the asphaltic plug expansion dam joints with neoprene strip seal dam joints. Substructure repairs include concrete repairs of the existing abutments and piers. The horizontal and vertical geometries of the roadways will remain unchanged.
Environmental
The project is located in a rural setting. No bicycle or pedestrian facilities exist within project limits. Other environmental e(orts for the project include investigating historical, archeological, and aquatic resources as well as threatened and endangered species.
Utilities
There are no anticipated utilities impacts within the project limits. No utilities are anticipated to be relocated prior to construction.
Right-of-way
Permanent and temporary right-of-way acquisitions are not anticipated for this project.
Maintenance and Protection of Traffic
Route 4017 will be detoured during construction utilizing Pleasant View Road, Mountain Road, Jonestown Road and William Penn Highway . Staged temporary tra(ic control will be implemented for the duration of substructure construction for Interstate 81.
Schedule and Cost
Overall construction is anticipated to last approximately 4 months starting in the Fall of 2026 or Spring of 2027 at an estimated cost of $500,000.
