The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding the Route 3092 (Kopp Road) culvert replacement project. This project is located over Bunch Creek in Jackson Township, York County.
The purpose of this project is to address the deteriorating condition of the culvert and provide continued safe and efficient crossing of Kopp Road (Route 3092) over Bunch Creek. The metal pipe of the culvert is deteriorating and there is active seepage at the southeast wing of the structure. Activities include replacing the culvert with a precast concrete box culvert, constructing concrete wing walls and aprons, and adding an approach guiderail on the east side of the roadway. The proposed roadway curb to curb width will remain similar to the existing conditions with 10-foot lanes and 2-foot shoulders.
This section of Kopp Road has an average daily volume of 321 vehicles per day.
The roadway will be closed for approximately four months to all traffic during construction. During this time, a detour will be utilized. A single detour for both car and truck traffic is anticipated. The detour is approximately 5.2 miles using Kopp Road (Route 3092), Lake Road (Route 3092), Old Hanover Road (Route 3072), and Pigeon Hill Road (Route 3094). There are no overhead utilities in the vicinity of the project.
The project is currently in design, and construction work is anticipated to begin in Spring of 2028 and last approximately four months.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.

Additional Project Information
The Kopp Road Culvert Replacement project is located along Kopp Rd. (SR 3092 Section 003) over Bunch Creek, Jackson Township, York County about two miles southwest of Spring Grove Borough. The purpose of this project is to replace the culvert and provide a continued safe and efficient crossing of Kopp Road over Bunch Creek.
The project involves the replacement of the single cell steel corrugated squash pipe culvert. The metal pipe of the culvert is deteriorating and there is active seepage at the southeast wing of the structure. Activities include replacing the culvert with a precast concrete box culvert, constructing concrete wing walls and aprons, and adding approach guiderail on the east side of the roadway. The proposed roadway curb to curb width will remain similar to the existing conditions with 10-foot lanes. Work is expected to take place in 2028.
Environmental
The project is located in a rural setting with rolling terrain. Land use is characterized as residential and forested. There are no bicycle or pedestrian facilities for this route. Other environmental efforts for the project include investigating historical, archeological, agricultural and aquatic resources as well as threatened and endangered species.
Utilities
There are no overhead utilities present.
Right-Of-Way
Permanent and temporary partial right-of-way acquisitions are anticipated to allow for the construction of the project. No total right-of-way acquisitions are anticipated.
Maintenance and Protection of Traffic
The roadway will be closed for approximately four months to all traffic during construction. During this time, a detour will be utilized. The detour is approximately 5.2 miles using Kopp Road (SR 3092), Lake Road (SR 3092), Old Hanover Road (SR 3072), and Pigeon Hill Road (SR 3094). Access to all driveways within the project limits will be maintained during construction.

Schedule and Cost
Overall construction is anticipated to last approximately four months starting in Spring 2028 at an estimated cost of $1.4M.
