Project Overview
County: Chester
Municipalities: London Grove, Penn, Upper Oxford, Lower Oxford, East Nottingham, and West Nottingham Townships; Borough of Oxford
State Route: U.S. 1
Local Name: Kennett Oxford Bypass
Project Type: Highway Reconstruction
Last Updated: July 2025
The Pennsylvania Department of Transportation is currently advancing a series of projects to reconstruct U. S. 1 (the Kennett-Oxford Bypass), a 22.5-mile limited-access highway running between the PA/MD line in West Nottingham Township and Schoolhouse Road in East Marlborough Township, Chester County.
Proposed roadway work includes full-depth reconstruction of the existing pavement, minor shoulder widening, guide-rail replacement, drainage improvements, and new stormwater management facilities. Proposed bridge work involves rehabilitating or replacing 16 mainline bridges, 19 overpass bridges, and 7 culverts along the corridor. The mainline pavement will be lowered, or the intersecting roadway will be raised at each overpass to achieve the required vertical clearance over the bypass. Traffic operations improvements include lengthening acceleration and deceleration lanes at entrance and exit ramps, improving intersection control at ramp terminal intersections, and installing intelligent transportation systems such as CCTV cameras and Dynamic Message Signs.
Approach roadway work is proposed at intersecting roads, including Sylmar Rd., Ridge Rd., Route 272, Route 472, Route 10, Route 896, Route 796, Route 841, Route 41, Newark Rd., and Route 82, to accommodate turning lanes and profile adjustments at the interchanges. Ramp terminal intersections are being studied for improved control options like new traffic signals or roundabouts. The intersections of Chatham Road (Route 841) & E. Evergreen St. and E. Evergreen St. (Route 841) & Oakland Ave. in West Grove Borough are included in this study and will be improved as part of the project.
These projects will coordinate with local trail initiatives and potentially incorporate trail improvements in select locations, as shown in Chester County's Southern Chester County Circuit Trail Feasibility Study.
The corridor has been divided into four sections for design and construction phases:
- MPMS# 113307 - Section 110 - U. S. 1 from the PA/MD line to just south of the Route 472 interchange (4.5 miles);
- MPMS# 14580 - Section 100 - U. S. 1 from the Route 472 interchange to just north of the Route 896 interchange (6 miles);
- MPMS# 14581 - Section 200 - U. S. 1 from just north of the Route 896 interchange to just north of the Route 41 interchange (6.5 miles);
- MPMS# 113312 - Section 210 - U. S. 1 from just north of the Route 41 interchange to Schoolhouse Road (5.5 miles).
This project will reconstruct an approximately 6-mile stretch of U.S. 1 (Kennett-Oxford Bypass) just south of the Route 472 interchange and just north of the Route 896 interchange in Lower Oxford and Upper Oxford Townships, and Oxford Borough, Chester County.
This project will reconstruct an approximately 4.5-mile stretch of the Kennett-Oxford Bypass between the PA/MD line and just south of the Route 472 interchange in West Nottingham Township, East Nottingham Township, and Oxford Borough, Chester County.
This project will reconstruct an approximately 6.5-mile stretch of U.S. 1 (the Kennett-Oxford Bypass) between just north of the Route 896 interchange to just north of the Route 41 interchange in Penn Township, London Grove Township, and West Grove Borough, Chester County.
This project will reconstruct an approximately 5.5-mile stretch of U.S. 1 (the Kennett-Oxford Bypass) just north of the Route 41 interchange to Schoolhouse Road in London Grove Township, New Garden Township, Kennett Township, and East Marlborough Township, Chester County.
