Virtual Plans Display
The purpose of the virtual public plans display is to introduce the project, to display and describe the planned traffic control, and to receive public input regarding the proposed improvements. The public is encouraged to respond to the public questionnaire and provide comments by clicking on the “Submit a Comment” button below.

The Pennsylvania Department of Transportation (PennDOT) invites the public to in-person and virtual public plans displays regarding the Old Trail Road/Northup Road (Route 4022) over Gravel Pond Road (Route 4017) Bridge Project. The public plans display will be held at the Glenburn Township Building (54 Waterford Road, Dalton, PA 18414) on October 28, 2026, beginning at 6:00 PM.
The purpose of the project is to eliminate the bridge and provide a safe and efficient access to Route 4017 with a solution that meets current roadway design standards.
The project consists of the removal of the existing single-span arch bridge. The western leg of Route 4022 (Old Trail Road/Northrup Road) will be regraded down to meet Route 4017 (Gravel Pond Road) at T-intersection with a stop sign on Route 4017. The eastern leg of Route 4022 will terminate with a cul-de-sac. Route 4017 will be widened to provide standard lane and shoulder widths. Additionally, guide rail upgrades, drainage improvements, driveway tie-ins within the project limits will be incorporated into the project, as necessary. Utility relocations are anticipated.
For Route 4022, a 4-mile detour will be required to perform the proposed work utilizing Route 4015, Route 4018, and Route 6/11. It is anticipated that the Route 4022 detour will be in place for approximately 9 weeks during construction. For Route 4017, a 4.6-mile detour will be required to perform the proposed work utilizing Route 6/11, Route 4024 (Winola Road), and Route 307. It is anticipated that the Route 4017 detour will be in place for approximately 6 weeks during construction.
It is anticipated that construction will begin in the Spring of 2029 and will be completed by the Fall of 2029.

Route 4022 Detour
Intersection of Northup Road (Route 4022),Wilbur Hill Road (Route 4015)), and Locust Drive to South of Gravel Pond Road (Route 4017): Head northeast along Wilbur Hill Road (Route 4015)) for 0.4 miles. Turn right onto Route 4018 (W Abington Road) for and travel for 0.4 miles. Continue straight onto Bank Street for 1.0 miles and then straight onto Route 632 for 282 feet. Turn right onto Lackawanna Trail (Route 6/11) and travel 2.0 miles to the intersection with Route 4022 (Old Trail Road/Northup Road). End of Detour.
Intersection of Old Trail Road/Northup Road (Route 4022)and Lackawanna Trail (Route 6/11) to North of Gravel Pond Road (Route 4017): Turn onto Lackawanna Trail (Route 6/11) and travel 2.1 miles. Turn right onto Route 632 for 282 feet and take a slight right to Mill Street for 121 feet. Turn right onto Bank Street/W Main Street and travel for 397 feet. Take a slight left to continue on Bank Street for 1.0 mile. Continue onto Route 4018 (W Abington Road) for 0.4 miles. Turn left onto Wilbur Hill Road (Route 4015)) and travel 0.4 miles to the intersection with Northup Road (Route 4022). End of Detour.
Route 4017 Detour
Intersection of Gravel Pond Road (Route 4017), Lackawanna Trail (Route 6/11), and Route 4011 (Old State Road) to South of Northup Road/Old Trail Road (Route 4022) (Northup Road/Old Trail Road): Travel on Lackawanna Trail (Route 6/11) for 2.0 miles. Turn right onto Winola Road and travel 1.4 miles. Continue straight on Winola Road (Route 307) for 1.2 miles to the intersection with Gravel Pond Road (Route 4017). End of Detour.
Intersection of Gravel Pond Road (Route 4017) and Winola Road (Route 307) to North of 4022 (Northup Road/Old Trail Road): Head southeast on Winola Road (Route 307) and travel 1.2 miles. Keep left to continue on Winola Road for 1.4 miles. Turn left onto Lackawanna Trail (Route 6/11) and travel 2.0 miles to the intersection with Gravel Pond Road (Route 4017).
