The project includes the bridge rehabilitation of the Route 30 Section BRG bridge over School Drive/North 9th Street, Lancaster County. The purpose of this project is to provide a continued safe and efficient crossing on Route 30 over School Drive/North 9th Street. 

Within the project area, Route 30 is a two-lane divided roadway located in a predominately wooded setting on rolling terrain and is classified as an Other Freeway and Expressway. The land surrounding the roadway is predominantly wooded areas with residential properties farther from the bridge. The roadway within the project limits has a posted speed limit of 55 miles per hour and an average daily traffic volume of 48,561 vehicles per day.  

The existing structure was built in 1970 and is a single span steel beam bridge supported on reinforced concrete stud abutments. The bridge length is 112 feet and has a clear roadway width of 41 feet. 

The project involves the rehabilitation of the superstructure including painting existing steel, repair deteriorated steel at bearings, general concrete patching on the deck and approach slabs, replace exiting joint glands and clearing and flushing the deck and drainage system.  Additional work will take place on the substructure, including concrete  and steel repairs. 

US Route 30 will remain open during construction, with staged traffic control to complete the rehabilitation. 

The project is currently in design, and construction is expected to occur during the 2027 construction season. 

The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.

Additional Project Information

Environmental

The project is located in a suburban area, with all four quadrants of the US Route 30 bridge consisting of forested land. Pedestrian facilities within the project area include a sidewalk that parallels the west side of School Drive/North 9th Street. No dedicated bicycle facilities are present.

Utilities

The utilities identified within the project area include manholes in the southern quadrant on the east side of School Drive/North 9th Street and light poles along School Drive/North 9th Street, which likely contain underground electric lines. Columbia Water Company owns a 12-inch water main along the west curb line of School Drive/North 9th Street. Aerial telecommunication facilities are present on poles located on the south side of US Route 30. No utility impacts or relocations are anticipated as a result of the proposed rehabilitation work.

Right-Of-Way

All work associated with the bridge rehabilitation is anticipated to occur entirely within PennDOT’s existing legal right-of-way. No required right-of-way or temporary construction easements are expected to be needed.

Maintenance and Protection of Traffic

The bridge rehabilitation work on US Route 30 will be performed using staged construction with short term lane closures to maintain traffic flow in both directions throughout the project duration. Any necessary tra)ic control on School Drive/North 9th Street to complete painting and substructure repairs will involve short-term lane closures as required to facilitate work.

Schedule and Cost

Overall construction is anticipated to last approximately 4 months during the Fall & Winter of 2026 & 2027 at an estimated cost of $821,826.
