The Rutter Avenue (Route 1006) Section PRS bridge rehabilitation project addresses Priority 1 maintenance recommendations for poor condition of rocker bearings on the existing three-span steel bridge carrying Rutter Avenue (Route 1006) over Route 309. The scope of work for this project includes replacement of all expansion bearings at Pier 2, overhead sign conduit replacement, cross frame member replacement, and concrete repairs at the substructures. Roadway work includes installation of new guide rail and replacement of sidewalk & curb.

Permanent right-of-way acquisition and temporary construction easements will not be required. Earth disturbance is anticipated to be limited within existing legal right-of-way. Overhead utilities adjacent to the bridge will not be impacted by the proposed construction.

No wetlands or waterways are present within the project limits. Potential involvement with endangered or threatened species is limited to the Northern Long-Eared Bat (NLEB) and Indiana Bat. Consultation with USFWS will be completed. No historical or cultural resources are known to occur in the immediate vicinity of the project. No other environmentally sensitive resources are anticipated to be impacted by the project.

Traffic will be controlled utilizing short-term single-lane closures during construction. Flaggers will be utilized for single-lane two-way traffic while signs and channelizers will be utilized to close a lane for multi-lane traffic conditions. Pedestrian access will be maintained throughout the construction project.

The project is expected to bid in December of 2026, with construction to begin in spring 2027 and progress through fall 2027. One construction season is anticipated for this project.

The purpose of the public plans display is to introduce the project and receive public input regarding the proposed improvements. The public is encouraged to respond to the public questionnaire and provide comments by clicking on the "Submit a Comment" button above.
