This $33.2 million project will provide a transportation solution that addresses the identified deficiencies of the Route 1060 Salina Bridge crossing of the Kiski River and Norfolk Southern Railroad, while considering the bridge’s historic significance as a structure eligible for listing on the National Register of Historic Places.
Project scope includes the replacement of the Salina Bridge that carries Route 1060 over the Kiskiminetas River and Norfolk Southern Railroad. A new bridge will be constructed downstream from the existing Salina Bridge, traffic will be maintained in both directions on the existing bridge during construction.

10/21/2025 Bridge deck is complete - Roadway work, concrete pavement, barrier and rail being placed over the next three weeks Bridge deck is complete, pouring the parapet the week of 10/20. Roadway work, concrete pavement, barrier and rail being placed over the next three weeks with a traffic switch taking place the week of November 10-14, 2025. We will continue in a single lane restriction to complete the right side of the roadway work leading into the bridge from the Salina side of the river. At that point the old structure will be closed to the public and demo will start (this is a multi-month process).

09/23/2025 Bridge deck is mostly complete (two block out areas remain at the abutments). The contractor is working on the parapets, approach slab, barrier wall, and approach roadway. The project is looking to switch traffic to the left lane and across the new structure near the end of October. Traffic will remain in a single lane pattern on the Salina (Westmoreland County) side while we reconstruct the right side of the approach roadway (through November).

Update 08/26/2025 The contractor is placing concrete on the new bridge deck, they are also working on the approach roadways, placing new drainage, subbase, and asphalt layers.

07/21/2025 The contractor is placing rebar on the new bridge deck. First concrete placement is anticipated to occur in early August. The contractor is also working on roadway approaches, new drainage, subbase, and asphalt.

06/25/25 High Street/Edmon Road Reconstruction Begins Monday in Armstrong County High Street/Route 2047 (Edmon Road) will be reduced to a single-lane of traffic controlled by flaggers beginning at approximately 7 a.m. Monday, June 30 around-the-clock, as needed, through mid-July.

06/20/2025 The steel girders and SIP (stay-in-place) forms have been placed. The contractor is placing steel studs on the steel girders. They are also placing overhang platforms. Subcontractor is completing new drainage and asphalt roadway on the north side of the river (Armstrong County).

04/15/2025 Abutment 1 and 2 and Piers 1 and 2 have been completed and are ready for girder (steel beam) placements. Girders are expected to be delivered over the next 4-5 weeks starting on April 21. Wing walls on both the Westmoreland and Armstrong County sides are being constructed (excavation, forming, rebar, and concrete placement).
