The project consists of Safety Improvements to Route 3019 (N. Mountain Road) intersection with Route 8009 (I-81 Exit 72) Southbound off-ramp C in Lower Paxton Township, Dauphin County. The purpose of the project is to improve safety and traffic operations at the intersection.

The work is anticipated to include the installation of a new traffic signal, associated roadway improvements to support the signal installation, widening of Ramp C for right turning vehicles, and resurfacing of the existing N. Mountain Road approaches beginning at the bridge over I-81 and extending to the intersection with N. Lockwillow Avenue/Blue Bird Avenue. Limits of the project also extend the pavement resurfacing along Route 8009 (I-81 Exit 72) Southbound off-ramp C, Southbound on-ramps D and G to the limits of existing asphalt.

Existing horizontal and vertical geometry will be maintained. Existing lane and shoulder widths will be maintained on N. Mountain Road and the Ramps. All work will be completed within the existing legal right-of-way and legal easements.

This section of N. Mountain Road has an average daily traffic volume of 13,600 vehicles per day (vpd).

Traffic control will be short-term staged construction to maintain at least a single lane of traffic on N. Mountain Road. Traffic control for Ramps C, D, and G is anticipated to utilize night-time or weekend detours to accommodate existing pavement removal, pavement patching, and new pavement resurfacing. Detours will utilize adjacent interchanges as follows:

  • Route 8009 Ramp C closure – Detour using I-81 South, Exit 69 (Progress Ave), Route 3015 South, and I-81 North.
  • Route 8009 Ramps D and G closure – Detour using I-81 North, Exit 77 (Manada Hill/Hershey), Route 39 West, and I-81 South.

The project is currently in design, and construction work is anticipated to begin in Spring 2027 and last approximately 7 months.

The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.
