Project Overview

County: Northampton
Municipality: City of Bethlehem and Lower Saucon Township
State Route: 0078
Project Type: Pavement Preservation Project
MPMS Number: 109318
Proposed Construction Start: Fall 2026
Proposed Construction End: Fall 2027
Last Updated: October 2025

This pavement preservation project is for the replacement of deteriorated concrete pavement slabs along approximately 2 miles of I-78 westbound extending from the bridge over Easton Road to the bridge over Redington Road in Lower Saucon Township, Northampton County. Improvements along this section of I-78 will also include guide rail end treatment upgrades, pavement base drain upgrades, new pavement markings and cleanout of select existing drainage pipes.

This project also includes pavement reconstruction and pavement widening to extend the existing ramp acceleration lanes at the SR 412 entrance ramps to eastbound and westbound I-78 located in Lower Saucon Township and the City of Bethlehem, Northampton County. A portion of the existing I-78 right shoulder both eastbound and westbound will be utilized to provide the lane width needed for extending the existing acceleration lanes. Due to modifications required on the existing shoulders, work will also be required on the I-78 eastbound bridge over Easton Road and will include shoulder modifications, replacement of strip seal joints and a PPC overlay.

Other work included in the project is rehabilitation of an existing stormwater basin located along SR 2006 (Easton Road) near the intersection of Countryside Lane and Easton Road. Work will include removal of sediment deposits, removal of invasive plant species and trimming of native plant species within the existing basin and extending the existing access road to the bottom of the basin. Damaged right-of-way fence along the perimeter of the basin will be replaced with new fence.

The project will be constructed using staged construction. Two lanes of traffic in each direction will be maintained on I-78 throughout construction and may include nighttime work. Ramp traffic will be maintained during construction of the acceleration lanes.

I-78 within the project area is primarily a divided four lane Interstate roadway that runs in the east-west direction and supports regional traffic. This section of I-78 has a posted speed limit of 65 mph and currently has an average daily traffic volume of approximately 34,000 vehicles westbound and 34,000 vehicles eastbound.

Construction is anticipated to begin in early fall 2026 with an expected completion in late fall 2027. All schedules are subject to change.
