The Route 3013 Section 202 project involves the rehabilitation of the crossing of Route 3013 (Main Avenue) over Keyser Creek in Taylor Borough, Lackawanna County, PA. The proposed structure rehabilitation will consist of removal of the near left-wing wall and the portion of the far-left wing wall that is misaligned from the rest of the wall. Reinforced concrete wing walls with spread footings will be constructed in place of the removed walls. The remaining areas of stone masonry, other than the culvert barrel, will be cleaned and repointed. Stones with cracks throughout the headwalls and remaining wing walls will be replaced with Class A cement concrete. Reinforced concrete knee walls will be constructed along the culvert walls. A depressed reinforced concrete apron with baffles will be constructed inside the culvert and between the upstream wing walls. Reinforced concrete cutoff walls will be constructed at the inlet and outlet of the culvert. Class R‑7 rock choked with R-3 rock will be placed in front of the cutoff walls, as scour protection. A galvanized steel plate liner will be installed inside the culvert, supported by reinforced concrete knee walls. The space between the steel plate liner and the existing stone masonry will be filled with grout. New weep holes will be installed in the culvert barrel walls, and in the wing walls. Roadway improvements will encompass a minor profile adjustment to allow for the cross slope of the roadway to be corrected within the project limits, and guide rail will be replaced with modifications being made to the curb height.
Since the structure is being rehabilitated, it is anticipated that temporary PATA figures from PennDOT Publication 213, Temporary Traffic Control Guidelines will be utilized to keep the roadway open to traffic throughout construction.
The purpose of the public plans display is to introduce the project and receive public input regarding the proposed improvements. The public is encouraged to respond to the public questionnaire and provide comments by clicking on the Public Questionnaire under the Resources tab on the right hand side of the page.
