Project Overview
County: Lebanon
Municipality: Mill Creek Township
State Route: Route 2019-023
Local Name: Sheridan Road
Project Type: Superstructure Replacement
MPMS Number: 100312
Proposed Construction Start: Summer 2028
Proposed Construction End: Summer 2028
Last Updated: June 2026
The project includes the superstructure replacement of the Route 2019 Section 023 bridge (Sheridan Road) over Mill Creek in Mill Creek Township, Lebanon County. The purpose of the proposed project is to improve the structural integrity of the bridge ensuring reliable transportation for motorists and emergency services.
Within the project area, Route 2019 is a two-lane roadway located in a rural agricultural setting on rolling terrain and is classified as a Rural Collector. The land use surrounding the roadway is predominantly rural residential with a municipal sewage utility substation in the northwest quadrant. There is a railroad to the north of the bridge. The roadway within the project limits has a posted speed limit of 35 miles per hour and an average daily traffic volume of 3,596 vehicles per day.
The existing structure was built in 1931 and is a single span supported by multiple cast-in-place reinforced concrete T-beam superstructure. The superstructure is supported on full height concrete abutments. The bridge length is 42 feet, has a curb-to-curb width of 24 feet, and contains 4 feet high concrete bridge barriers.
The project involves the removal of the existing superstructure, and replacement with precast box beams, and a cast-in-place concrete deck and barriers. The existing substructures will be repaired, where needed, and rock scour protection will be placed in front of the existing abutments and wing walls. Minor approach roadway work including pavement reconstruction and guiderail updates are also included. The horizontal and vertical roadway geometry will closely match the existing geometry. The roadway and bridge will be slightly widened to accommodate 11-foot lanes and 3-foot shoulders; providing a 28-foot minimum curb-to-curb width across the structure.
Detour Information
Route 2019 will be closed within the project limits with a detour utilized to perform the superstructure replacement and the proposed roadway reconstruction. The detour will use only state-owned routes. The anticipated detour uses Route 2019 (North Sheridan Road) to Route 419 (West Main Street) to Route 2017 (North Millbach Road) to Route 2006 (East Linden Street). The anticipated detour length is 5.9 miles.
