Public Meeting
A in-person public meeting featuring a public plans display and project presentation will take place:

The purpose of the meeting is to introduce the project and receive public input regarding any questions or concerns with the project. This is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.

The public comment period, where the community is encouraged to respond with questions and concerns will be from May 21, 2026 through June 18, 2026.

Millvale Borough with the Pennsylvania Department of Transportation (PennDOT) oversight is currently undergoing preliminary engineering efforts for the replacement of three structurally deficient bridges in Millvale Borough, Allegheny County, PA: Lincoln Avenue Bridge #7, Grant Avenue Bridge #8, and Lincoln Avenue Bridge #13.
The purpose of the project is to provide a sustainable travel ways/crossings over Girty's Run which meet current design standards:
- Lincoln Avenue Bridge #7: Currently closed due to its deteriorated condition, which poses safety risks and disrupts connectivity for residents and businesses.
- Grant Avenue Bridge #8: Load posted for six tons due to structural concerns, resulting in detours for Pittsburgh Regional Transit routes and emergency vehicles, impacting transportation efficiency.
- Lincoln Avenue Bridge #13: Load posted for three tons and sidewalk closed due to deterioration, creating safety risks and limiting reliable access for residents and businesses.
The scope of work will include bridge replacements and minimal roadway approach/ sidewalks reconstructions. The proposed project was developed through various efforts including, but not limited to, structural and geotechnical design, water studies, environmental clearances, surveys, and preliminary Right-of-Way (ROW) activities. At this time, anticipate required Right-of-Way and Temporary Construction Easements needed for proposed structure replacements. Once the Unofficial/Preliminary right-of-way plan is finalized and approved, each property owner that is impacted will be contacted by a real estate specialist/negotiator, to explain their right of way impacts and the right of way acquisition process.
Detour Information
Detour is anticipated for Lincoln #7 and Lincoln #13 (2028 construction year) and Grant #8 (2029 construction year).
