I-83 John Harris Memorial (South) Bridge Project

Construction Bid Preparation Resources

The I-83 John Harris Memorial (South) Bridge Project is currently in the final design phase, with construction anticipated to begin in 2026. The project is funded through a combination of federal and state transportation programs.

Project Overview

The Project Overview Presentation summarizes the scope of work, highlights key design and construction details, and outlines funding sources. This presentation serves as a high-level introduction for contractors, suppliers, and stakeholders preparing for the upcoming bid phase.

Industry Outreach Presentation

The project delivery method was selected based on a variety of factors including funding structure, timeline constraints, and stakeholder input. While alternative methods were considered, the chosen approach was deemed most appropriate for this specific project scope.

While funding for the various preconstruction phases of the project is listed under two separate project numbers in the Transportation Improvement Program, PennDOT plans to bid the South Bridge Improvement Project as a single construction contract.

Unofficial Plans

To support early contractor engagement and bid preparation prior to the formal bid advertisement, a set of unofficial design drawings is available for your review in ECMS. These documents became available in ECMS on April 20, 2026 and will be available to view until May 22, 2026.

Please note, you will need to log in to ECMS either as a guest or through your approved account to view these documents using the link below.

This resource is intended to help contractors assess constructability, identify potential risks, and prepare for the formal bidding process.

Anticipated Advertisement and Timeline to Bid

Based on current plan development, the project team anticipates advertising the project later this summer (2026), followed by bid letting. This timing is subject to the completion of customary final reviews and approvals.

This timeline is intended to support early contractor awareness and planning. Official dates will be confirmed upon Plans, Specifications, and Estimate (PS&E) package delivery and updated to this site.

Pre-Bid Meeting Information

A mandatory Pre-Bid Meeting will be held Summer 2026 to provide additional clarity on project requirements, address contractor questions, and ensure all bidders have a clear and consistent understanding of project expectations to support a competitive and informed bidding process.

The meeting will be held in-person at PennDOT’s Materials Testing Lab located at 81 Lab Lane in Harrisburg, PA (17109). Details regarding meeting time and registration will be shared on this website later this spring.

Contractor Prequalification

To perform highway construction work for the Pennsylvania Department of Transportation (PennDOT), contractors must complete a formal prequalification. Please visit our Register as a PennDOT Construction Contractor Business Partner page for detailed instructions.

The process begins with Business Partner registration, which establishes the contractor’s eligibility to interact with PennDOT systems and bid on projects. Once registered, contractors can access and submit the Prequalification Application electronically via ECMS. The application includes financial documentation, organizational experience, and an affirmative action statement. Contractors are assigned classification codes based on their qualifications and must renew their prequalification every two years.

For detailed instructions, forms, and access to the ECMS portal, contractors can visit PennDOT’s official Construction Contractor Prequalification Guide (PUB 864).
