The Route 4037, Section 005 deck replacement is located on Route 4037/Route 2009 (Bellaire Road) over the Conewago Creek, in Mount Joy Township, Lancaster County and Conewago Township, Dauphin County.  The purpose of this project is to replace the aging existing bridge deck with a new composite bridge deck.  This improvement will provide continued safe and efficient access along Route 4037 over the Conewago Creek.

The existing structure, built in 1986, is a single span prestressed concrete adjacent box beam bridge supported on integral abutments on a 90-degree skew. The bridge length is 35-foot, with a 32-foot 4⅜-inch curb-to-curb clear roadway width.

In addition to the bridge deck replacement, the proposed construction will include new PA Type 10M Bridge Barriers, pavement reconstruction along the roadway tie-ins, and installing MASH-compliant guide rail, where applicable.  The proposed roadway configuration will feature two (2) 10-foot lanes and 4-foot 8⅛-inch shoulders, that will taper into the existing roadway widths.

This section of Bellaire Road has an average daily traffic volume of 568 vehicles per day.

The bridge will be closed for approximately 6 months to all traffic during construction. The proposed 5.9-mile detour will utilize Route 241, Route 3007 (Lawn Road), and Route 341 to route the traffic back onto Bellaire Road.  Please refer to the project’s Detour Plan graphic. Access to all driveways within the project limits will be maintained during construction.

Overhead utilities are present through the corridor; however, utility relocations are not currently anticipated.

The project is currently in design, and construction is anticipated to begin in Spring 2027 and last approximately 6 months.

The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.​

Environmental Considerations

The bridge is located in a rural area of Mount Joy and Conewago Townships, with land use primarily consisting of agricultural and small wooded areas. Pedestrian or bicycle facilities do not exist through this section of Route 4037 (Bellaire Road). 

No In-stream work will occur during the project.  Work proposed is confined to deck replacement above of the stream.

Several wetlands were identified in the project area.

Coordination for Threatened and Endangered species has been conducted.

Cultural Resource investigations are currently being completed as part of the preliminary engineering studies.

Utilities

Overhead electric and data/communication lines and poles are present at the site. Utility relocations are not currently anticipated to accommodate construction.
