Route 41 is a major highway in the regional transportation network and supports an annual average daily traffic (AADT) of approximately 20,648 vehicles per day, including 9% trucks.

Route 41 has a posted speed limit of 35 miles per hour through the Borough of Avondale. There are sections of sidewalk on both sides of the roadway within the borough.

W State Street is an urban collector with an existing AADT of approximately 4,550 vehicles per day, including 5% trucks.

1st Street is an urban local road with an existing AADT of approximately 300 vehicles per day, including 10% trucks. 

The project is located in the Avondale Historic District.

The following deficiencies have been identified for the intersection.

• The 1st Street and State Street approaches are misaligned and offset.
• Pedestrian accommodations are incomplete, outdated, and in poor condition.
• Motorists experience appreciable delays during peak periods.

The project team has initiated preliminary studies for improvements to the Route 41/State Street/1^st Street intersection. An initial environmental overview, traffic analysis, and field surveys have been completed. A range of conceptual improvements will be developed.

The initial study of the Route 41/State Street intersection focused on developing conceptual solutions consisting of low- to medium-cost improvements. Examples include signal equipment upgrades, pedestrian access upgrades, and various combinations of additional turn lanes and realignment of side approaches to improve sight distance. Right-of-way, environmental, and socio-economic impacts associated with each improvement will be a primary consideration for this developed and historic downtown setting.
