The I-476 Flex Lane project is in the Preliminary Engineering phase. The project will provide operational improvements on I-476 between the Route 3 and I-95 interchanges, and on I-95 southbound between the I-476 and U.S. 322 interchanges. This project will provide a series of measures that will allow for the dynamic management of recurring congestion based on prevailing and predicted traffic conditions. Specifically, the inside shoulders of I-476 will be expanded to allow for these shoulders to be operated as travel lanes in response to congestion or incidents. Additionally, adaptive ramp metering will be used to dynamically adjust signals at the ramp entrances to proactively manage vehicle flow from on-ramps.
The work will include widening and upgrades of the existing roadway inside shoulders to a consistent width and pavement thickness, relocation of drainage inlets in some shoulders, traffic signal modifications at interchanges, construction of gantries for signs and ITS devices, removal or upgrade of existing ramp metering devices, construction of emergency pull-off areas, and providing better access for emergency responders to enter and exit the highway(s) during incidents.
In association with this upcoming project to transform the southbound shoulder of I-95 into a flex travel lane in this area, PennDOT proposes the design and installation of noise walls along sections of I-95 between Highland Avenue and the I-95 bridge over Ridley Creek. Affected property owners and tenants will be asked to vote on each section of the project. Each section will only move forward if a majority of those affected vote “yes.” PennDOT's Project Team will continue to conduct public outreach in the potential noise wall areas. Phase One noise walls will be built along 12th Street between Madison Street and Melrose Avenue in the City of Chester. The adjacent community voted overwhelmingly for noise walls in late 2024. Phase One construction is anticipated to begin in early 2028 and finish by the end of 2029. Past Public Outreach
Public Meeting
As part of PennDOT's public outreach program, the department held a live virtual public meeting on Tuesday, May 6, 2025. The department’s design team delivered a project presentation before opening the meeting to questions using the platform’s Q&A feature. A recording of the public meeting is available here. An in-person public meeting occurred at the Community Arts Center at 414 Plush Mill Road, Wallingford, PA on May 13, 2026 from 6-8 PM.
