The I-95 Girard Point Bridge is a double-decked bridge that is nearly a mile long (5,183 feet) and was built in the late 1960s and early 1970s. The purpose of this project is to ensure that this essential transportation facility for the Philadelphia metropolitan region continues to provide a safe and reliable crossing over the Schuylkill River. The project is intended to keep the bridge and approach structures in sound structural condition, enhance safety, and provide a smoother driving experience.  

I-95 crosses over state and local highways as well as the Schuylkill River and carries an average of 148,500 vehicles per day, about 6 percent of which is truck traffic.

Improvements to the main Girard Point Bridge and the nineteen (19) approach structures will be completed in phases. The Phases 1 and 2 projects (95-GP1) will address the rehabilitation of ten (10) out of the total twenty (20) structures. These are located between Enterprise Avenue and Broad Street in Philadelphia and include the main Girard Point Bridge. The scope of work includes: 

• Rehabilitating the bridge deck including the application of a Latex Modified Concrete (LMC) overlay and improving deck joints; 
• Replacing the bridge parapets (barriers); 
• Selective rehabilitation of the steel superstructure and painting of steel; 
• ​Selective rehabilitation of substructure concrete; 
• Replacement of the drainage system; and
• Improvements to the lighting system. 
• Pier protection will be installed for the main Girard Point Bridge pier which is in the Schuylkill River.​
• Scour remediation will be installed for the main Girard Point Bridge pier which is in the Schuylkill River

The remaining ten (10) structures will be repaired under Phase 3 of the project. The scope of work for Phase 4 will be the painting of the main Girard Point Bridge. The proposed start of work for these phases is not determined at this time.

Construction begins on Monday, January 12, on the $261.5 million, two-phase project to rehabilitate the Interstate 95 Girard Point Bridge and nine approach structures in Southwest Philadelphia.

Initial construction activities under Phases 1 and 2 through mid-February 2026 will be limited to mobilization and construction of contractor access roads at various locations under I-95 between Enterprise Avenue and FDR Park Drive. No travel restrictions are planned on I-95 at this time.

Once construction starts later this winter, PennDOT will maintain three lanes of traffic in each direction on I-95. To accommodate travelers to the FIFA World Cup and the MLB All-Star game, PennDOT will work to minimize traffic impacts until these events are completed.

In late July 2026, long-term construction patterns maintaining three travel lanes during peak hours will be installed, while frequent off-peak and weekend lane restrictions will be coordinated with other regional events, including those at the Sports Complex in South Philadelphia.

Under Phases 1 and 2, the main 5,183-foot, double-decked I-95 Girard Point Bridge and nine approach structures between Enterprise Avenue and Broad Street (Route 611) will be repaired.

Ten additional approach structures will be repaired under Phase 3 of the project, which is expected to start at the completion of Phase 2. Phase 4, not yet scheduled, will repaint the main bridge. The entire project is expected to finish in early 2031.

South State Inc. of Bridgeton, NJ, is the general contractor on Phases 1 and 2.

The project is financed with 90 percent federal and 10 percent state funds and is part of PennDOT’s Bridge Preservation Program to ensure the structural integrity and rideability of Pennsylvania’s bridges.
