Harrisburg, PA – At a ceremony last week, Governor Josh Shapiro presented a group of employees from the Pennsylvania Department of Transportation’s (PennDOT) Bureau of Strategic Implementation with the Governor’s Awards for Excellence recognizing their work to deploy Pennsylvania’s federal National Vehicle Infrastructure (NEVI) funding program. Pennsylvania leads the nation in the NEVI rollout with nearly $62 million already committed to public charging stations across the Commonwealth and more NEVI-funded operational charging stations than any other state.
Despite various limiting factors at the federal level, the Bureau of Strategic Implementation at PennDOT has claimed the highest amount of funding from the NEVI program, ensuring Pennsylvania will receive the entirety of the $171.5 million in EV infrastructure funding obligated by the Bipartisan Infrastructure Law. Approximately 20% of federal NEVI program funds have been invested in Pennsylvania. 44 charging stations have been built in the Commonwealth so far and 45 more are in various stages of planning and construction. These charging stations have been used almost 150,000 times, reducing carbon dioxide emissions by about 3,700 metric tons.
“The PennDOT team has worked quickly and diligently to lead the nation in EV charger rollout, skillfully deploying these federal funds to meet the needs of our state’s residents and visitors driving electric vehicles,” said PennDOT Secretary Mike Carroll. “We are proud to see these four dedicated individuals recognized for their hard work creating the critical infrastructure needed to support Pennsylvania’s economy for the next generation.”
Peer states, industry partners, and national associations widely regard PennDOT as the national leader in the rollout of federally funded EV infrastructure. The team accomplished this in 2025 by streamlining operations and processes to find efficiencies, reduce costs, and deploy funds effectively.

- Dorothy Holloway, Administrative Officer 3, PennDOT Central Office.
- Gunnar Rhone, Civil Engineer Consultant, PennDOT Central Office.
The Governor’s Awards for Excellence recognize exemplary job performance or service that reflects initiative, leadership, innovation and increased efficiency. The PennDOT team was among 83 employees from 17 state agencies honored at a ceremony by Governor Shapiro for exceptional accomplishments in 2025.
