Harrisburg, PA - The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the Route 3092 (Kopp Road) culvert replacement project. This project is located over Bunch Creek in Jackson Township, York County.
The purpose of this project is to address the deteriorating condition of the culvert and provide continued safe and efficient crossing of Kopp Road (Route 3092) over Bunch Creek. The metal pipe of the culvert is deteriorating and there is active seepage at the southeast wing of the structure. Activities include replacing the culvert with a precast concrete box culvert, constructing concrete wing walls and aprons, and adding an approach guiderail on the east side of the roadway. The proposed roadway curb to curb width will remain similar to the existing conditions with 10-foot lanes and 2-foot shoulders.
This section of Kopp Road has an average daily volume of 321 vehicles per day.
The roadway will be closed for approximately four months to all traffic during construction. During this time, a detour will be utilized. A single detour for both car and truck traffic is anticipated. The detour is approximately 5.2 miles using Kopp Road (Route 3092), Lake Road (Route 3092), Old Hanover Road (Route 3072), and Pigeon Hill Road (Route 3094). There are no overhead utilities in the vicinity of the project.
The project is currently in design, and construction work is anticipated to begin in Spring of 2028 and last approximately four months.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.
