Online Plans Display for Bull Road (Route 4001) Bridge Replacement Project in York County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding Route 4001 Section 019 (Bull Road) Bridge Replacement Project over Little Conewago Creek on the boundary of Conewago, Dover, Manchester and West Manchester townships in York County. The purpose of this project is to provide a continued safe and efficient crossing on Route 4001 over Little Conewago Creek.

The existing structure was built in 1937 and is a three-span reinforced concrete T-beam bridge supported on reinforced concrete abutments and piers. The bridge is 148 feet long and 23 feet wide.

The project involves replacing the bridge with a two-span prestressed concrete spread box beam bridge. Minor approach roadway work including pavement reconstruction on Route 4001 and Hilton Avenue (T-830), rock slope protection, and guide rail upgrades will also be performed. The horizontal geometry will closely match the existing geometry. The horizontal geometry will be shifted slightly to the east at the far approach to avoid fill slopes in the unnamed tributary to Little Conewago Creek. Minor adjustments will be made to the vertical geometry.

The roadway and bridge will be widened to accommodate 11-feet lanes and 4-feet shoulders, providing 30 feet of clear roadway throughout the project limits.

Route 4001 will be detoured during construction.

The project is currently in design, and work is expected to take place in the 2027 construction season.

The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.

A digital version of the project plans and information are available to view online with public comments accepted through November 20, 2025.
