PennDOT Announces Public Meeting and Virtual Plans Display for the Route 4016 Structure Project in Hunlock Township, Luzerne County

Dunmore, PA - The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person and virtual plans display regarding the Main Road (Route 4016), Section 353, proposed structure replacement project in Hunlock Township, Luzerne County. The plans display will be held online and in-person for public viewing at the Hunlock Township Municipal Building.

The structure is located on Main Road (Route 4016) over Hunlock Creek, approximately 1.7 miles northwest of Route 11 and 3.9 miles southeast of its intersection with Reyburn Road (Route 4005).

The purpose of this project is to address the structural deficiency of the existing structure due to its age and condition, and to provide safer and more efficient access over Hunlock Creek. The existing two span reinforced concrete T-beam bridge will be replaced with a single span adjacent box beam bridge. Additional work includes but is not limited to approach roadway reconstruction and widening, guide rail improvements, grading, signing, and pavement markings. The reconstructed roadway and structure will accommodate an 11-foot lane with a 4-foot outside shoulder in each direction of travel.

A detour will be implemented along Main Road (Route 4016) during construction. Detoured traffic will utilize Route Cragle Hill Road/Reyburn Road. A temporary traffic signal and single lane condition will maintain access along Swamp Road (Route 4003) under the detour.  The detour is seven miles long and is anticipated to be in place for one construction season. Local access to driveways will be maintained during construction.

The project is currently in the preliminary design phase and is planned to commence in 2029. It is anticipated that construction will begin in Spring 2029 and will be completed by Fall 2029.

The purpose of the public meeting and virtual plans display is to introduce the project and the associated detour route to receive public questions, comments, or other input regarding the project.

A public plans display/meeting will be held immediately prior to the regularly scheduled Supervisors’ Meeting at the Hunlock Township Municipal Building on May 21, 2026, from 6:30 PM to 7:00 PM.  The virtual public plans display will be available from May 18, 2026, to June 19, 2026.  Online information, including the proposed detour route, detailed project information, and comment form, can be found by visiting the following PennDOT District 4-0 website:  Route 4016 (Main Road) Structure Project | Department of Transportation | Commonwealth of Pennsylvania
