PennDOT Announces Public Meeting and Online Plans Display for the Route 115 (Bear Creek Boulevard) Drainage Project in Bear Creek Township, Luzerne County

Dunmore, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to virtual and public plans displays regarding the Route 115 (Bear Creek Boulevard) Section D53 Drainage Improvement Project in Luzerne County. The public plans display will be held at the Bear Creek Township Municipal Building, 3333 Bear Creek Blvd, Wilkes-Barre, PA on February 2, 2026, beginning at 6:00 PM.

The purpose of the project is to propose replacement of the existing storm sewer drainage system which consists of old corrugated metal pipe with new reinforced concrete pipe or thermoplastic pipe, replacement of existing bituminous curb with concrete curb, shoulder repairs from washouts, guide rail replacement and replacement of existing culvert on the unnamed tributary to Laurel Run which addresses structural and hydraulic deficiencies of the existing structure, and provides continued access to local residents, businesses, and emergency services. Utility relocations will take place to safely construct the project.

Traffic and local residences and businesses on Bear Creek Boulevard and will be maintained using half width construction.

Access to the intersection with Bear Creek Boulevard, Swanson Road and Old East End Blvd will be restricted and detoured.

A detour for Swanson Road and Old East End Boulevard will require traffic to access Route 115 at the Intersection of Pittston Boulevard & Route 115.  The .8-mile detour for Swanson Road will utilize Route 2039 (Pittston Boulevard).  The .5-mile detour for Old East End Blvd will utilize T-467 (Pittston Boulevard). 

It is anticipated that construction will begin spring/summer 2027 and will be complete by fall of 2029. 

The virtual plans display will be available online from February 2, 2026, to February 20, 2026. The purpose of the plans display is to introduce the project, display and describe the traffic control methodology, and receive public input regarding questions or concerns with the project. The public is encouraged to respond to the public questionnaire and provide comments by clicking on “Submit a Comment” block.
