Resurfacing Project to Begin on Route 349 in Westfield Borough and Westfield Township, Tioga County

Montoursville, PA – The Pennsylvania Department of Transportation (PennDOT) is advising drivers who travel Route 349 that a resurfacing project will begin next week in Westfield Borough and Westfield Township, Tioga County.

Starting on April 7, the contractor, HRI, Inc., will begin mobilizing equipment and installing traffic control measures in preparation for the resurfacing project.

Traffic Impacts

  •  On April 7, temporary traffic signals will be placed at Route 349 and just south of 18th Street in Westfield Borough. Drivers can expect single lane conditions with flagging during daylight hours, where work is being performed.
  • On April 7, the temporary traffic signals will be placed on flash mode.
  •  Route 349 will have a yellow flashing light.

o   A flashing yellow light means caution.

o   Motorists should slow down, look, and proceed through the intersection with care.

  • On Tuesday, April 14, the signals will be placed on full operation mode.

Truck Detour

  • On Tuesday, April 7, a truck detour will go into effect on Route 349.

o   Trucks over 25-feet in length and 11-feet in width will be restricted from traveling on Route 349 between Ladd Road and Route 49.

o   A detour using Short Hill Road (Route 4012), Route 249, and Route 49, will be in place.

o   The truck detour is anticipated to be lifted in July.

HRI, Inc., is the prime contractor for this $2.3 million mill and resurface project. Work on the project includes the mill and resurface of 1.2 miles of Route 349 between Ladd Road and Route 49, utility relocation, inlet and storm sewer replacements, concrete culvert rehabilitation, ADA ramp upgrades, milling and resurfacing, line painting, and guide rail upgrades. Work on this project is anticipated to be completed in the fall of 2026, weather permitting.
