Rumble Strip Installation Next Week on CSVT Interim Connection Ramp to Route 15 SB in Union and Snyder Counties

Montoursville, PA – Motorists are advised of short-term traffic stops next week on the interim connection ramp from Route 147 south (CSVT Northern Section) to Route 15 south, in Union Township, Union County and Monroe Township, Snyder County, for roadway construction.

On Tuesday, May 20, 2025, between the hours of 6:00 PM and 6:00 AM, the contractor, Walsh Construction Company II, LLC, will install rumble strips on the ramp. Motorists can expect short-term stops, which will last approximately 15 minutes, while work is being performed.

The interim connection ramp is a temporary configuration that will be in place until the opening of the CSVT Southern Section, which is anticipated in late 2027. At that point, the large volume of through traffic currently using the ramp will instead use the new CSVT Southern Section highway.

The rumble strips are being installed as an additional warning feature to alert motorists, particularly truck drivers, to slow down prior to entering the curves of the ramp. Since the CSVT Northern Section opened in July 2022, five large trucks have run off the road and rolled over on the ramp. Based on police reports, the trucks were travelling too fast for conditions and/or did not adequately compensate for the curves of the ramp.

The rumble strips are the latest addition to the multiple warning features that have been provided on the interim connection ramp. Prior to the CSVT Northern Section opening, curve advisory signs, advisory speed plaques, an overhead flashing warning device, directional chevron panels, and pavement markings were installed to alert motorists of the curves and the need to slow down. Between 2023 and 2024, prior to the most recent truck roll-over in March 2025, the department added truck roll-over signs, supplemental pavement markings and delineation, a message board, and a radar speed display sign.

Following the opening of the CSVT Southern Section, the interim connection ramp will be reconfigured into a T-intersection with relocated County Line Road (Route 1022), which will be reopened between Route 15 and Park Road (Route 1017). County Line Road will be the through leg of the intersection. A stop sign will be installed on the reconfigured ramp, and the rumble strips will be removed.
