UPDATE: (TRAFFIC CONTROL) Roadway Repair Project Continues on Shumway Hill Road in Charleston Township, Tioga County

CLARIFICATION: Following the initial paving on October 8 and October 9, traffic control will shift on Shumway Hill Road. 

Shumway Hill Road will be closed daily to through traffic between Roundtop Road (Route 3009) and Route 6, while the paving crew paves remaining portion of the road. 

Montoursville, PA – Motorists are advised that daily closures will continue on Shumway Hill Road (Route 3011) in Charleston Township, Tioga County, for a roadway repair project.

Between Wednesday, October 8, 2025 and Thursday, October 9, 2025, a Pennsylvania Department of Transportation (PennDOT) paving crew will begin paving Shumway Hill Road between Route 6 and the Tioga County Prison. Motorists can expect single lane conditions with flagging while this section of roadway is being completed.

Following the completion of this work, Shumway Hill Road will be closed daily to through traffic between Roundtop Road (Route 3009) and Route 6, while the paving crew paves remaining portion of the road.

Property owners, employees, and patrons will have access to driveways.

This roadway repair process, also known as reclamation, uses a process called Cold in Place Recycling (CIPR), takes place after the milling and base repairs are completed. The CIPR process does not use heat to bond the asphalt together, but rather a specialized oil mix. Once the existing asphalt is ground up and infused with the oil, it is transferred to a paver and placed back on the road then compacted with rollers. The newly resurfaced road is left to cure for 30 days before applying a seal coat or bituminous wearing course to seal the road.

Motorists should be alert, slow down, expect delays in travel, and drive with caution.
